RESOLUTION NO. 8146
A RESOLUTION OF THE CITY COUXT~L-O~HE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE ISSUANCE OF A REQUEST FOR PROPOSAL
FOR A NORTHERN BEACH AREA PLANNING/TRAFFIC ANALYSIS.
WHEREAS, continuing growth and development in the City's Northern Beach
Area is causing concerns over future traffic impacts; and
WHEREAS, the City Council, on June 4, 1985, directed the City Manager
to obtain a consultant to undertake a traffic impact study; and
WHEREAS, a Request for Proposal (RFP) has been prepared and is ready to
be issued;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California as follows:
1. That the above recitations are true and correct.
2. That the Land Use Planning Manager is authorized to issue the RFP
attached hereto as Exhibit A.
3. That the City Council is to be requested to authorize the funds
needed to perform the study when a consultant selection has been made.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the -w 2oth day of AuWt, 1985 by the following vote, to wit:

REQUEST FOR PROPOSAL
NORTHERN BEACH AREA PLANNIHG/TRAFFIC ANALYSIS
INTRODUCTION:
The City of Carlsbad intends to award a consulting contract to a
qualified firm to perform a Planning/Traffic Analysis regarding
the traffic impact of possible future development in the Northern
Beach Area of the City of Carlsbad. Specifically, the area of
concern is bounded by Buena Vista Lagoon on the north, Interstate
5 Freeway on the east, Aqua Hedionda Lagoon on the south, and the
Pacific Ocean on the west.
It encompasses the oldest residential and commercial areas of the
City where the public infrastructure is largely inflexible, and
where numerous constraints to planned development exist.
BACKGROUND:
As development continues in the Northern Beach Area of Carlsbad,
there is growing concern that demands upon traffic, parking, and
pedestrian facilities may be exceeded to the point where
congestion, delay, inconvenience, and accidents may become a way
of life. Such conditions are not wanted by the citizens of the
City.

Accordingly, the City Council has, as an interim measure, reduced
densities for multi-family residential zones in the area and
ordered that a study be undertaken to assess the area's future
traffic impact, and the ability of the street system to handle
such impact.
The primary goal of the study is to determine what mitigation of
future traffic problems may be necessary and feasible, including
the possibility of making changes in land use designations,
limiting density, restricting building heights, increasing
parking requirements, or utilizing other land planning tools. In
addition to "native" traffic (that generated by the various land
uses in the area), the attraction of traffic to the beaches from
outside of the immediate area must also be considered.
The study should deal with the full- range of problems associated
with traffic, including,but not limited to pedestrian access,
railroad crossings, developmental on-site parking requirements,
public beach parking, traffic control devices, freeway access,
and commercial parking needs.
PROPOSAL CONTENTS:
No prescribed style or format for the proposal is envisioned.
Proposal evaluation will be based primarily on the firm's
understanding of the problem, and the technical approach to
developing a plan which can recommend a development and traffic
faci,lities scenario which will give the City assurance that it

will not have major future traffic problems in the Northern Beach
Area.
As a minimum, the proposal should contain the following
elements :
Technical Approach
Scope of Services
Time Schedule
Qualifications of the firm
Personnel assignments and qualifications
Personnel-hour requirements
PROPOSAL LIMITAT/IONS:
The complete proposal is limited to 15 typewritten pages.
Flashy, slick-paper productions are discouraged. Company
brochures may be submitted as attachments, but will not be
considered during proposal evaluations.
The anticipated cost of the study should I not be included in the
proposal. A preliminary screening will reduce the number of
candidate firms to three, who will then be interviewed. A
project budget will be negotiated with the first-choice firm, or
lacking mutual agreement, then with the second and third-choice
firms.
