A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING THE
CLASSIFICATION AND MANAGEMENT SALARY PLAN OF THE CITY TO ADD THE CLASSIFICATION OF ASSISTANT CITY ENGINEER.

WHEREAS, the City Manager recommends and the City council
concurs, that the classification of Assistant City Engineer
should be included in the city's Classification and Salary Plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to add the classification of Assistant City Engineer
as described in Attachment A, attached hereto and made a part
hereof.
3. That the City Council authorizes and directs the City
Manager to add the title af Assistant City Engineer to the
appropriate City Salary Plan as shown on Attachment B, attached
hereto and made a part hereof.
4. That the City Council authorizes and directs the City
Manager to fund the addition of the Assistant City Engineer
position by a fund transfer from the City Council Contingency
Account.

ASSISTANT CITY ENGINEER
DEFINITION:
Under general direction, to plan, direct, and coordinate a group
of engineers, providing design and construction services for all
City capital improvement projects; to coordinate activities with
other City divisions and departments; supervise assigned staff;
and to do related work as assigned.
EXAMPLES OF DU,TIES:
Develop concepts, plans, specifications and cost estimates for
public construction projects.
Participate in the preparation of terms, specifications, and
evaluation criteria for bids or proposals.
Administer construction contracts, including negotiating with
contractors on supplemental agreements, change orders, substitu-
tions, time extensions, specification requirements, and related
matters within defined procedural limits.
Inspect or direct the inspection of construction projects to
assure compliance with contractural agreements, building codes,
and related regulations.
Assist in the preparation of the annual and long-term capital
improvement budget.
Receive, review, and prioritize work assignments.
Supervise, train, and evaluate assigned technical and profes-
sional staff.
Supervise work performed by contractural and City personnel such
as architects, engineers, planners, and inspectors by defining
performance criteria, monitoring progress and evaluating
results.
Meet and confer with City staff, professional service
contractors, building contractors, officials of public regulatory
agencies and others to establish, define, interpret, or enforce
contractual agreements.
Research, prepare, and present oral and written reports.
Direct and participate in the establishment of project scopes as
related to requirements and functional needs for roads, bridges,
public buildings, recreation facilities, and park sites.

QUALIFICATIONS:
Knowledae of:
Advanced and highly complex principles of civil
engineering as they apply to capital improvement projects.
Principles and techniques of public works construction
inspection.
Principles and practices of organization,
administration, budget, contract, and personnel management.
Applicable laws and regulatory codes related to capital
improvement projects.
Ability to:
Develop and review concepts, plans, specifications, and
cost estimates for projects involving architectural,
engineering, and construction services.
Recommend and enforce the provisions of contractual
agreements for architectural engineering and construction
services.
Prepare and present accurate written and oral reports on
project status for presentation to the City Council and for
City commissions.
Direct staff efforts and participate in new, unique, or
extremely complex and sensitive projects.
Coordinate staff efforts with other City programs and
outside agencies.
Interpret, explain, and enforce the Uniform Building,
Electrical, Plumbing, and Mechanical Codes.
Establish and maintain cooperative relationships with
those contacted in the course of work.
Evaluate and inspect the work and performance of
architects, engineers, construction contractors and others to
assure compliance with contract and code provisions.
Supervise, train, and evaluate assigned staff.
Prepare estimates and engineering calculations.

Experience and Education:
Any combination of experience and education that would likely
provide the required knowledge and abilities is qualifying. A
typical way to obtain the knowledge and abilities would be:
Experience:
Five years of progressively responsible experience performing
professional project engineering work, three of which are
comparable to that of Associate Civil Engineer.
Education:
Equivalent to a bachelor's degree from an accredited college
or university with major course work in civil engineering.
Necessary Special Requirement:
Possession of a Certificate of Registration as a Civil
Engineer in the State of California.
Possession of a valid, Class IIT, California Driver's
License.
