RESOLUTION NO. 8278
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF THE CITY
TO ADOPT THE CLASSIFICATIONS OF HOUSING SPECIALIST I AND HOUSING SPECIALIST I1 AND RECLASSIFY TWO POSITIONS.
WHEREAS, the City Manager recommends and the City Council concurs, that the
classifications Housing Specialist I and Housing Specialist I1 should be adopted
and included in the City's Classification Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to add
the classifications of Housing Specialist I and Housing Specialist I1 as
described in Attachment A, attached and made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Housing Specialist I to the Miscellaneous Salary Plan as shown on
Attachment B, attached hereto and made a part thereof.
4. That the City Council authorizes and directs the City Manager to add
the title of Housing Specialist I1 to the Management Salary Plan as shown on
Attachment C, attached hereto and made a part thereof.
5. That the City Council authorizes the City Manager to reclassify the
incumbent Administrative Aide to Housing Specialist I, and Administrative
Assistant I to Housing Specialist 11.

Task Descriotion
and relocation work for the City's
Interviews and advises applicants seeking admission to the housing program,
and counsels tenants to ensure compliance with Tenant Occupancy Regulations.
Prepares applications, on behalf of applicants and reviews all documents
required of applicants.
Maintains documentation according to established program auidelines.
Verifies income and housing status through written inquiry or telephone
contacts .
Makes computations to determine eligibility and recertifications.
Reviews and resolves complaints from tenants; conducts informal counselinq
to resolve complaints.
Calculates tenant and housinq assistance plan rmrtions of contract rent
according to established program guidelines, including establishment and
administration of Accounts Receivables.
Answers questions and gives information related to the housing program.
Prepares documents to process payments.
Assists in the preparation of special statistical reports.
Conducts applicant briefing sessions.
Interviews and advises applicants seeking admission to the program.
Makes computations to determine client eligibility.
Performs related duties as required.
QUALIFICATIONS
Knowledge of
Rules and regulations involved in HUD housing programs.
Methods of statistical data collection and analysis.
Recordkeeping and reporting procedures.
Abilitv to
Complete complex forms accurately.
Communicate clearly and concisely in English and Spanish.
Work effectively with program applicants, tenants and property owners.
Experience and Education
Any combination equivalent to the education and experience that could likely
provide the required knowledge and abilities. A typical way to obtain the
knowledge and abilities would be:
Experience: One year of administrative/clerical experience with
significant public contact.
Education: Equivalent to the completion of the twelfth grade, preferably
supplemented by specialized secretarial or business training.

308 SUMMARY
Leads and participates in the performance of leasing, eligibility, inspection,
placement and relocation activities for the City’s Section 8 Housing Assistance
Program.
TASK LIST

1. Reviews and resolves complaints from property owners and tenants; conducts
informal hearings.
2. Answers public inquiries and provides information related to the housing
program.
3. Conducts applicant briefing sessions.
4. Persuades property owners to enter the housing program.
5. Negotiates with property owners concerning rent amounts and claims,
according to program guidelines, including monthly preparation of warrants
to Finance Department for payment.
6. Interviews and advises applicants seeking admission to the program.
7. Performs inspections of new units and lease renewal for Housing Quality
Standards and City code compliance.
8. Establishes rent reasonableness.
9. Performs related duties, as required.
OUALIFICATIONS
Knowledge of
