A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
SALARY PLANS OF THE CITY TO INCLUE THE CLASSIFICATION OF
PRINCIPAL RECREATION SUPERVISOR AND RECLASSIFYING ONE POSITION
CALIFORNIA, AMENDING THE CLASSIFICATION AND MANAGEMENT
WHEREAS, the City Manager recommends and the City Council concurs, that the
classification of Principal Recreation Supervisor should be included in the
City's Classification and Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows :
1. That the &ove recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to add
the classification of Principal Recreation Supervisor as described in Attachment
A, attached hereto and made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Principal Recreation Supervisor to the appropriate City Salary Plan
as shown on Attachment B, attached hereto and made a part thereof.
4. That the City Council authorizes the City Manager to reclassify
incumbent Recreation Supervisor I1 to Principal Recreation Supervisor.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 4th day of February , 1986, by the following vote,
to wit:
AYES: Council Members Lewis, Kulchin, Chick and Pettine
NOES: None

DEFINITION
Under general direction, to assume lead supervisory responsibility in the
planning and coordinating of recreation programs as assigned; to perform
difficult and complex professional work in the supervision of full and part-time
staff involved in City recreation programs; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
Incumbents assigned to this class are distinguished from the Recreation
Supervisor I1 class by the degree of administrative and supervisory
responsibility assigned. Incumbents assigned to this class shall be expected to
supervise other less experienced professional or paraprofessional staff, and to
develop and coordinate recreation programs and policies.

EXAMPLES OF,DUTIES
Plan, coordinate and supervise assigned recreation programs, such as
Daytrippers, youth and adult sports, and instructional classes.
Schedule facility useage, maintenance and appropriate attendant staffing .
Analyze broad problems concerning the scheduling and maintenance of
recreation facilities.
Review programs on a periodic basis and detemine if long term objectives are
being met.
Formulate approaches consistant with directives for meeting department
objectives .
Represent the department at various community oriented meetings.
Prepare reports for the Recreation Superintendent and/or Director.
Make recommendations to Recreation Superintendent regarding organization,
scheduling and staffing of various recreation program activities.
Maintain activity and progress reports.
Respond to difficult citizen complaints and requests for information.
Requisition supplies.
Act as liaison with school district officials, and maintenance and grounds
supervisors.
Coordinate assigned recreation activities with other City departments and
divisions, and with outside agencies.
- Supervise, train, and evaluate assigned staff.
- Serve as Recreation Superintendent as assigned.
- Prepare and administer budget for assigned recreation programs.
QUALIFICATIONS
Knowledge. of:
- Philosophy, principals, and practices of public recreation programs.
- Major sports, games, and other recreational activities suitable for
children, adolescents, adults, and senior citizens.
- First aid methods and safety precautions related to secretarial settings,
athletic fields, swimming pools, and senior citizen centers.
- Principles of supervision , training and evaluation.
- Princples and practices of organization , administration, budgeting and
personnel administration.
Abilitv. to:
- Communicate clearly and concisely, orally and in writing.
- Supervise and instruct individuals and groups in recreational activities.
- Establish and maintain cooperative working relationships with those
contacted in the course of work.
- Supervise, train and evaluate assigned staff.
- Plan, coordinate, and direct recreation programs.
- Maintain records and prepare complex reports.
EXPERIENCE AND EDUCATION
Any combination equivalent to the experience and education that could likely
provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
ExDerience
Four years of professional experience involving the department and
supervision of a variety of public recreation programs for all age groups,
including two years of recreation program activity supervisory experience.
Education
Equivalent to a bachelor's degree from an accredited college or university with major work in recreation or related field.
