RESOLUTION NO. 8660
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE COLLECTION OF
AN INTERIM TRAFFIC IMPACT FEE FOR THE REMAINING
AREA OF THE CITY EXCLUSIVE OF THE LA COSTA AREA.
WHEREAS, the City Council has, by R.esolution No. 8659 ,
authorized the City Manager to undertake a Traffic Impact Fee
Study; and
WHEREAS, said study is to be completed by December 31,
1986; and
WHEREAS, pending the outcome of the said study it is
necessary and desirable that an interim Traffic Impact Fee be
collected.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. Effective this date, an Interim Impact Fee shall be
collected from all new land developments in the area shown on
Exhibit ''3" which is made a part hereof.
3. The amount of the fee to be collected shall be based
on a rate of $60.00 per daily residential, $15.00 per daily
industrial, and $10.00 per daily commercial traffic trip generated
by such development.
4. The amount of traffic trips generated shall be taken
from the publication "SANDAG, Trip Generation for the San Diego
Area" according to the latest available revision.
5. That all development shall be subject to a condition
of development reading substantially as follows:

development. This fee is imposed pursuant to the
authority of Chapter 21.90 and the agreement executed
pursuant to that chapter.
6. That records of any amounts collected shall be
maintained in separate accounts so that refunds can be made in thl
event the fee determined by a Traffic Impact Fee Study is less th
the interim fee.
7. The fee established by this resolution shall be paid
at the time of issuance of building permits for all projects whic
were processed under the provisions of Chapter 21.90.
8. The fee established by this resolution shall be
collected at the time of building permit issuance on all projects
which executed the agreement to pay fees established by City
Council Ordinance No. 9791.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 8th day of July , 1986
