A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSE
CALIFORNIA, APPROVING AN AMENDMENT TO AN EXISTING AGRE BETWEEN THE CITY OF CARLSBAD AND TEKMARINE, INCORPORAq TO PROVIDE CONSULTANT SERVICES FOR REEF SITE EVALUATIC
DESIGN REVIEW, AND POST-CONSTRUCTION SURVEY OF A PROPC
OFFSHORE ARTIFICIAL REEF
WHEREAS, the State of California, Department of F
Game, and the City of Carlsbad have undertaken prel
discussions concerning the siting of an offshore artificj
along the Carlsbad coastline; and
WHEREAS, the mutual interest of both the St
California, Department of Fish and Game, and the (
Carlsbad to protect and promote marine habitat alc

investigation, and potential placement of an offshore arl
reef along the Carlsbad coastline; and
WHEREAS, the State of California, Department of E
Game, has requested the City of Carlsbad assist the S

WHEREAS, the Carlsbad City Council adopted Resolut
9205 on August 18, 1987, retaining the firm of Te:
Incorporated, of Pasadena, California, to perform the 1
sand survey and beach profile data gathering program; an(
WHEREAS, a scope of work and negotiated fee for
has been obtained from the aforementioned firm to perj
necessary coastal engineering reef siting studies and
analyses to assist the State of California, Department
and Game's continued investigation of siting an offshore

artificial reef along the Carlsbad coastline; and
WHEREAS, the Carlsbad City Council has pre
authorized and appropriated funds available for this 1
and
WHEREAS, the Carlsbad City Council determines it
beneficial, advantageous, and in the public interest to
explore the potential siting of an offshore artifici
along the Carlsbad coastline;
NOW, THEREFORE, BE IT RESOLVED by the City Council
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct
2. That the attached amendment to the existing ac

Pasadena, California, is hereby approved.
3. That the City Manager is hereby authorized and (

AMENDMENT NO. 1 TO AGREEMENT BETWEEN CITY OF CARLSBAD
AND TEKMARINE, INCORPORATED, REGARDING SITING STUDIES,
DESIGN REVIEW AND POST-CONSTRUCTION SURVEYING FOR A
PROPOSED OFFSHORE ARTIFICIAL REEF ALONG THE CARLSBAD
COASTLINE BY THE STATE OF CALIFORNIA, DEPARTMENT OF
FISH AND GAME
THIS AMENDMENT NO. 1, made and entered into as of the
day of January, 1988, by and between the CITY OF CARLSB1
municipal corporation, hereinafter referred to as Itcity,'
TEKMARINE, INCORPORATED, hereinafter referred to as IIConsult
RECITALS
WHEREAS, the City of Carlsbad and Tekmarine, Incorpor
have previously entered into an agreement on August 18, 198
perform the Carlsbad sand survey and beach profile data gath
program; and
WHEREAS, said agreement provides for the option of
retaining Consultant to perform other coastal engineering st
and analyses as may be required by City: and
WHEREAS, City and the State of California, Departme]
Fish and Game, have undertaken preliminary discussions coria
the State's placement of an offshore artificial reef alon
Carlsbad coastline: and
WHEREAS, the State has requested from City assistan
performing certain coastal engineering reef siting studie
related work for the placement of an offshore artificial
along the Carlsbad coastline: and

WHEREAS, Consultant possesses the necessary sk
abilities, qualifications, personnel, business resources,
background to provide said services required by City.
NOW, THEREFORE, in consideration of these recitals anc
mutual covenants contained herein, City and Consultant agrt
follows:
1. Consultant shall provide oceanographic and co
engineering services to City in accordance with the t
conditions, and project scope of work as outlined in att
Exhibit A, dated January 5, 1988.
2. City shall pay Consultant in accordance ,with the

INTRODUCTION
The State of California, Department of Fish and Game (C
is planning to construct an artificial fishing reef offsho
the city of Carlsbad. The design and construction costs o
reef will be financed by the State at no cost to the City.
City requires the services of a Consultant, however, to e
the following:
1. That the site and design of the reef are optim
based on oceanographic and engineering constraints, to en
the productivity and longevity of the reef and provide ma
benefit to the City of Carlsbad.
2. That the site and design of the reef will not inte
with natural coastal processes or coastal recreat
activities, i.e., sediment transport and surfing.
3. That the reef is constructed in accordance wit1
design specifications and mapped to facilitate utilizatic
fisherman.
A proposed scope of work to accomplish these goal
described below.
SCOPE OF WORK
TASK NO. 1 - Site Evaluations
The CDFG shall select several (presumably 4-6) altern
sites for the proposed fishing reef based on an evaluatil
their biological enhancement potential. It is assumed that
of the sites are in water depth greater than sixty (60)

investigation, as necessary, to evaluate and rank the suitab
of the alternative sites in terms of the following oceanogra
geotechnical, and geochemical considerations:
- Oceanographic - Circulation and upwelling patterns - Turbidity - Scour due to wave or current action - Sedimentation due to coastal or riverine disc processes - Geotechnical - Grain size distribution - Soil bearing capacity - soil liquefaction potential
- Sediment contamination from nearby outfalls - Geochemical
Results of the site evaluations shall be transmitte
letter to the CDFG and the City of Carlsbad.
TASK NO. 2 - Reef Desiqn Review
Based on the results of TASK NO. 1, the CDFG shall sel
site for the fishing reef and submit a reef design tc
Consultant for review. Emphasis of the review shall be upon
impact, if any, on natural coastal processes and cc
recreational activities, e.g., sediment transport and SUI
Review comments shall be transmitted by letter to the CDF
the City of Carlsbad.
TASK NO. 3 - Post-Construction Survey
The Consultant shall conduct a post-construction bathyn
survey of the reef. Horizontal control for the survey sha
relative to four (4) buoys, installed and maintained by the
construction contractor, at the corners of the reef. Z!

geographic coordinates shall be determined based on
contractor's specified location of the reference buoys. Ver
control for the survey shall be referenced to the mean lowe
water datum (MLLW) .
A survey grid shall be established over the reef relati
the four (4) construction buoys. Grid line spacing is 1
