RESOLUTION NO. 88-41
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD
CALIFORNIA, AMENDING THE CLASSIFICATION PLAN AND SALARY
SCHEDULE TO ADOPT THE CLASSIFICATION OF ASSISTANT TO THE
CITY MANAGER.
WHEREAS, the City Manager recommends and the City Council concurs

that the classification of Assistant to the City Manager should be adc
and included in the City’s Classification Plan and Salary Schedule.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City 01
Carlsbad, California, as follows:
1. That the above recitations are true and correct.

ASSISTANT TO THE CITY MNAGER
DEFINITION
Under general direction of the City Manager, to plan, organize and dire( activities of administrative staff to the City Manager; to represent tht Manager at meetings within the organization and community; and to do r( work as assigned.
EXAMPLES OF DUTIES
Directs a staff engaged in conducting administrative studies of organiza and operational functions.
Recommends and directs the implementation of programs designed to efficient and effective management practices.
Performs administrative assignments for the City Council.
Performs policy analysis on anticipated programs to evaluate their feasi within the organization.
Provides service to other departments in developing and implementing s programs.
Administers special projects that do not fall within any one depart jurisdiction.
Analyzes legislation and makes recommendations based on organization; community impacts.
Represents the City Manager at meetings with the various community g employee organizations, and other public and private organizations.
Supervises, trains and eval uates employees.
Prepares written reports and makes oral presentations.
QUALIFICATIONS
Know1 edqe of:
Modern principles, methods and trends in public administration.
Principles and practices of organization, administration, budgetin supervi si on.
Administrative analysis techniques including organization and method an; cost analysis and statistical measurements.

ASSISTANT TO THE CITY MANAGER, Continued
Ability to:
Communicate clearly and concisely, orally and in writing.
Conceptually analyze problems and recommend and implement effective action.
Plan, direct and coordinate the work of others.
Establish and maintain effective relationships with City officials employees, the general pub1 ic and representatives of other agencies.
Supervise, train and evaluate assigned staff.
Experi ence and Educati on :
Any combination equivalent to experience and education that would likely pr the required knowledge and abilities. A typical way to obtain the knowledc abilities would be:
Experience: Four years of progressively responsible administrativ supervisory experience in local government.
Education: Equivalent to a bachelor’s degree and preferably a gr; degree from an accredited college or university with major work in r administration or related field is desirable.
