RESOLUTION NO. 88-49
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD
CALIFORNIA, REQUESTING THE U.S. ARMY CORPS OF ENGINEERS
TO PROCEED WITH AN INITIAL APPRAISAL STUDY FOR POTENTIAL
PARTICIPATION IN A PROJECT TO PROTECT CARLSBAD BOULEVARD
SOUTH OF TAMARACK AVENUE
WHEREAS, the City of Carlsbad owns, maintains, and
Carlsbad Boulevard, a section of U.S. Highway 101 and
circulation arterial of local and regional importance; a
WHEREAS, historically, Carlsbad Boulevard south of
Avenue within the city of Carlsbad washes out and is o
continuously damaged and temporarily inoperable during
of severe winter storms; and
WHEREAS, the recent storm of January 16, 17, and 1
further damaged this highway resulting in its temporary
loss of vital public parking facilities, and contin1
expensive repairs and maintenance; and
WHEREAS, the U. S. Army Corps of Engineers, ur
RContinuing Authority Program, VI sponsors a Section 10:
Beach Erosion Control Program" designed to address F
projects in which essential public services, :
transportation and circulation systems, are dam
threatened by ongoing natural processes: and
WHEREAS, the City of Carlsbad's proposed improve]
Carlsbad Boulevard south of Tamarack Avenue require
structured and permanent method of protection of the ro
preserve essential local and regional circulation needs;
WHEREAS, the aforementioned U.S. Army Corps of E
program may include the opportunity to assist the
