NOW, THEREFCRE, BE iT RESOLVED that the hereinafter stated regul;
respecting water rates, charges, billing and related regulations sh;
effective for all water billed after August 15, 1988.
I. Generally. The schedules rates, compensations, charges and
charges as set out in this resolution are fixed and established as t
compensations, charges and minimum charges to be charged and collect
City for domestic water and water service, except as otherwise specj
provided.
11. Water Charges.
a) There shall be a separate monthly water standby charge €0

(1) When one meter serves multiple dwelling units or multipi
equivalent dwelling units. the first unit shall pay the
rate based on the above schedule and all other units sha
$2.53 €or each additional multiple residential unit.
(2) In the event no water is used through the meter or the
property becomes vacant, the monthly standby charge will
charged and paid by the owner thereof.
b) The rates to be charged €or potable water supplied in an
month through meters are as follows:
A11 consumers $ .9811GO cubic feet
c) A11 agricultural consumers who meet the Metropolitan Watt
District Southern California requirements for agricultur:
consumers receive a pro-rate share of the agricultural r(

d) There shall be a monthly charge of five dollars per monti
water connections supplying non-metered water for fire SI

III. Payment of Bills All water bills are due and payable at thc
of the Eity of Carlsbad upon presentation and are delinquent if not

IV. Meter Reading - Water District. For convenience in the re
meters and preparation of water bills, the department is expressly
to divide the City into districts. These districts may, from time
revised or changed as necessary or desirable, in order to equalize
reading meters and billing. The meters in each district so establi'

V. Bills - Hailings. Unless the applicant €or water service direcl
otherwise, all bills will be mailed to the premises where service i:
VI. Change of Ownership or Occupancy - Notification. It shall be
every person signing an application for water delivery and of every
property to which water is delivered to notify the Water Department

water supply when requested by the consumer incident to the opening
account.
VIII. Kon-payment - Service Discontinuance. In the event that any
shall be delinquent in the payment of his water bill, and such deli
shall continue for a period of ten days after the final date for pa
such bill, the department shall have the right forthwith to discont:
service to the premises of such delinquent consumer. A reconnectiol
twenty dollars ($20.00) will be assessed if the service is terminatc
subsequently restored. Water shall not again be supplied to him uni
delinquent water bills, plus the penalties thereon, and reconnectio~
has been paid.
IX. Restoring Service After Discontinuance. Procedures for restor:
after delinquency period. If water service is cut off or discontinl
failure to pay delinquent bills, such service may again be establisk
the event the consumer or the applicant for service at such place pz

required by the Water Department.
When an owner or consumer has been delinquent in his water bil
in succession or three times in any one calendar year, he shall be 1
deposit a sum equal to an average two month's water bill upon such I

effective day supersede the rates established by Resolution No. 88-1
PASSED, APPROVED AND ADOPTED, by the City Council of the City
Carlsbad at a regular meeting of the City Council held on the 9th & -
August , 1988, by the following vote, to wit:
