A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION
PLAN OF THE CITY TO REVISE THE CLASSIFICATION OF

WHEREAS, the City Manager recommends and the City Council concurs, t
classification and salary range of Traffic Engineer should be amended.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ca
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager tc
the classification of Traffic Engineer as described in Attachment A, a
hereto and made a part thereof.
3. That the City Council authorizes and directs the City Manager t
the salary range of Traffic Engineer from $1,887-$2,408 bi-weekly to
$2,518 bi-weekly as described in Attachment B, attached hereto and made
thereof.

TRAFFIC ENGINEER
DEFINITION
Under general direction, to direct the Traffic Division of the Engineerin Department, to perform highly complex traffic engineering work in the design construction, and maintenance of transportation related facilities; to supervis
and coordinate transportation related pub1 ic works projects; and to do relate work as assigned.
DISTINGUISHING CHARACTERISTICS
This is a one position classification. The incumbent assigned to this class i an Engineering Department Division Head responsible for supervising the work o professional and technical engineering staff and for performing the mos difficult and complex traffic and transportation engineering work.
EXAMPLES OF DUTIES
Supervise, perform, and coordinate traffic engineering work involving the desig and installation of transportation facilities such as traffic lighting, traffi control devices, bikeways, streets, parking facilities, and other vehicular an pedestrian traffic systems.
Serve as lead support staff member for Traffic Safety Commission and as a membe of the Traffic Safety Coordinating Committee.
Supervise the design and checking of plans and specifications for traffic channelization, traffic signals, street and safety lighting, detours, parkin! facilities, and other methods of controlling traffic flow and providing fo? traffic safety.
Work with private development engineers and contractors to review plans an1 coordinate work involving traffic systems in privately constructed residential commercial, and industrial projects.
Coordinate and/or participate in overall transit planning, long-rang transportation planning, special planning/development studies and overview o private development traffic impacts.
Perform field inspections of the traffic system elements of projects prior to during, and upon completion of construction.
Collect, analyze data, conduct special studies, and perform other work necessar!
to maintain an up-to-date inventory of traffic control devices, streets, an( related transportation elements.
Prepare written reports on traffic engineering-related projects.
Represent the City in the community and at professional meetings, as required
Coordinate traffic engineering-related activities with other City department and divisions, and with outside agencies.

Supervise, train, and evaluate assigned staff.
Supervision, review, and inspection of litigation claims against the City.
Make presentations to citizen groups, Traffic Safety Commission, City Council, and other groups.
Oversee adjustment to traffic signal timing patterns and developments of systerl enhancements.
Know1 edqe of:
Traffic engineering principles and practices as applied to private development: and municipal public works.
Techniques for preparing designs, plans, specifications, reports, and recommendations related to public works projects.
Municipal operations as they relate to other City departments and divisions.
Principles and techniques of supervision and management.
California 1 aws and regulations pertaining to traffic.
Ability to:
Perform technical traffic engineering work of a complex nature.
Establish and maintain cooperative relationships with those contacted in the course of work.
Communicate clearly and concisely, orally and in writing.
Supervise, train, and evaluate assigned staff.
Experience and Education
Any combination equivalent to the experience and education that could likely provide the required know1 edge and abil i ties is qual ifying. A typical way to obtain the knowledge and abilities would be:
ExDerience: Three years of progressively responsible professional work experience in the field of traffic engineering.
Education: Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil or traffic engineering.
DESIRABLE SPECIAL REQUIREMENTS
Possession of a Certificate of Registration as a Traffic Engineer by the State of California Board of Registration for Professional Engineers.
