A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REQUESTING APPROVAL OF A
STRATEGY FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT
PROGR2W.

WHEREAS, the City of Carlsbad is a Community
WHEREAS, the U.S. Department of Housing and Urban

STRATEGY FOR
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRCIM.
The City of Carlsbad is committed to using CDBG'funds to enhan
both the physical environment of the City and to assist low an
moderate income residents of the City. To achieve these goals
the CDBG funds shall be directed to meet one of three basic
priorities:
11 To provide decent, safe, and sanitary housing
principally for persons of low and moderate incomes.
Projects to include: Housing Rehabilitation Loans a1
Grants, Housing Program Development, and related
projects directed at improving and expanding the
quality of housing for low and moderate income persol
23 To provide funds to revitalize and improve the physil
aspects of the City through capital improvement
projects.
Projects to include capital improvements principally
census tract areas of predominately low and moderate
income persons, areas that have been deemed as havinc
slum or blighting influence, or project5 that will
serve all members of the community.
31 To provide services through community based
organizations that serve the needs of citizens
principally of low and moderate incomes.
Projects to include community based organizations fo!
Carlsbad residents that provide services in the area!
of social, economic, and emergency services. These
services shall be directed at low and moderate income
persons, persons of ethnic minorities, the handicappc
and senior citizens.
