RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, RECOMMENDING THAT
THE CALIFORNIA COASTAL CONSERVANCY
CONDITIONALLY APPROVE A CARLTAS COMPANY
REQUEST FOR A 1.2 MILLION DOLLAR GRANT FROM
THE CARLSBAD AGRICULTURAL IMPROVEMENTS FUND.
The City Council of the City of Carl sbad, Cal i forni a does

agricultural production within the City; and 9
to provide funding for improvements needed to facilitate the long-term 8
Program establ i shed the Carl sbad Agricultural Improvements Program (LCP) I
WHEREAS, the Mello I1 segment of the Carlsbad Local Coastal 6
hereby resolve the following:
10 WHEREAS, the California Coastal Conservancy, the administrator

recommend approval of the Carl tas proposal ; and 19
WHEREAS, the CARIB on July 18, 1989 voted unanimously to 18
center in Carl sbad; and 17
and operation costs associated with its development of a floral trade 16
Carltas Company for a $1,200,000 grant to partially offset construction 15
WHEREAS, the CARIB did receive and review a proposal by the 14
recommendations to the Conservancy; and 13
Improvements Review Board (CARIB), to review project proposals and make 12
of the ag-improvements program, has established the Carlsbad Ag-
20 WHEREAS, the conservancy desires Carlsbad's recommendation on

WHEREAS, Carl sbad has adopted and is committed to implementing 25

WHEREAS, the proposal is consistent with the policies of the 23
on the proposal scheduled for August 18, 1989; and 22
the Carltas proposal before the Conservancy Board formally takes action

WHEREAS, the Carl sbad permits for the Carl tas proposal are
pending and formal City action may be subsequent to the Conservancy's 1

3 /I WHEREAS, the Palomar Resource Conservation District is

qualified to administer the Ag-Improvement Grant; and
WHEREAS, Carlsbad desires that the Palomar Resource
6 11 Conservation District (RCD) or some similarly qualified organization

subject to Carlsbad approval administer the Ag-Improvements Fund contract
with the Carltas Company.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of

Carl sbad, Cal i forni a as foll ows:
1. That the above recitations are true and correct.
2. That the City Council recommends that the California Coastal Conservancy conditionally approve a request by the Carltas Company for 1.2 mi 11 ion dol 1 ars of the Carl sbad Agricultural Improvements Fund to partially offset construction and operation costs associated with the development of the Carlsbad Floral Trade Center subject to:
A) The approval of all required permits.
B) The grant being administered by the Palomar Resource Conservation District or some similarly qualified organization subject to Carl sbad' s approval .
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
