RESOLUTION NO. 89-354
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING AN AMENDMENT TO TENTATIVE TRACT MAP (CT 84-32 (A) ) AND
PLANNED DEVELOPMENT ON PROPERTY GENERALLY
LOCATED SOUTH OF PALOMAR AIRPORT ROAD AND EAST
OF FUTURE COLLEGE BOULEVARD.
APPLICANT: COBBLESTONE SEA VILLAGE
CASE NO.: CT 84-32(A))
WHEREAS, on June 7, 1989 the Carlsbad Planning Commi:
adopted Resolution No. 2849 recommending to the City Council
Tentative Tract Map CT 84-32(A) be approved; and
WHEREAS, the City Council of the City of Carlsbac
September 26, 1989 held a public hearing to consider
recommendations and heard all persons interested in or oppos
Tentative Tract Map CT 84-32(A); and
WHEREAS, said Tentative Tract Map has been declar
have a nonsignificant impact on the environment and a Miti
Negative Declaration was prepared and filed by the Pla
Director on June 7, 1989 as shown in Planning Commission Resol
No. 2848 dated June 7, 1989 marked Exhibit A and attached h

City of Carlsbad Environmental Protection Ordinance of 1980 ar
California Environmental Quality Act;

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD,
CALIFORNIA, RECOMMENDING APPROVAL OF A MITIGATED NEGATIVE DECLARATION FOR AN AMENDMENT TO A TENTATIVE TRACT MAP AND PLANNED DEVELOPMENT ON PROPERTY GENERALLY LOCATED SOUTH OF PALOMAR AIRPORT ROAD AND EAST OF FUTURE COLLEGE BOULEVARD. APPLICANT: COBBLESTONE SEA VILLAGE

WHEREAS, the Planning Commission did on the 3rd day of May, 198
and on the 7th day of June, 1989 hold a duly noticed public hearing
prescribed by law to consider said request, and

WHEREAS, a verified appl icat i on for certain property to wit :
All that parcel of land designated as "description No. 5, 103.54 acres" as shown and del ineated on record of Survey Hap No. 5715, filed in the Off ice of the County Recorder of San Diego County, December 19, 1960, being a portion of Lot "G" of the Rancho Agua Hedionda in the County of San Diego, State of California, according to Map thereof No, 823, filed in the Office of County Recorder of San Diego County, November 16, 1896.,

3) Modifications to Planning Comnission Resolution No. 2425: Condition Nl 10 is amended to read:
(10) The appl icant shall prepare a detailed 1 andscape and irrigation plan which shall be submitted to and approved by the Planning Director prior to the issuance of grading permits.
4) Condition No. 24 is amended to read;
(24) Prior to approval of the Final Map a Parking P1 an shall be approved by the Planning Director.
5) After Condition No. 27 the following Condition shall be added;
(27) Prior to final map approval, a wet1 and compensation plan must be approved by the Planning Director. This plan shall include the planting of a maximum of thirty (30) trees.
6) Condition No. 33 i s amended to read;
(33) All slopes within this project shall be no steeper than 2: 1. Terrace ditches shall be required on all slopes where existing terrain 5:l or steeper.
7) Condition No. 43 is amended to read;
(43) Plans, specifications, and supporting documents for i improvements shall be prepared to the satisfaction of the C' Engineer. Prior to approval of the final map, the Subdivider shi install, or agree to install and secure with appropriate secur- as provided by law, improvements shown on the tentative map and 1 following improvements to City Standards to the satisfaction of 1 Ci ty Eng i neer :

collector standards, with the addition of an 8' wide 1 median. Necessary right-of-way for this road is 76'. ! improvements on the remaining portions of Cobblestone shall be designed and constructed as 60' wide col' streets.
c) Golden Road shall be designed and constructed as a 40 local street. A standard cul-de-sac shall be utilized to proposed entry gate.
d) The westerly extension of Sapphire Drive shall be design constructed as a 40' wide local street to the ,boundary o subdivision.
e) Street barricades at the end of paved improvements on C' Boulevard and all pub1 ic streets. Barricades shall bc lighted by permanent street lights.
f) Sewer and water service in Cobblestone Road and in CI B1 vd .
8) Condition No. 49 is amended to read;
(49) The design of all private streets and drainage systems shaT1 be in accordance with current standards for public streets (with the exception of width) and shall be approved by the City Engineer prior to approval of the final map for this project. The structural section of all private streets shall conform to City of Carl sbad Standards based on R-value tests. All private streets and drainage systems shall be inspected by the City, and the standard improvement plan check and inspection fees shall be paid prior to approval of the final map for this project.
9) Condition No. 52 is amended to read;
(52) Street improvements shall be installed to the satisfaction of the City Engineer prior to occupancy of any units within the phased development as fol 1 ows:
A. PHASE ONE AND PHASE TWO:
1) College Boulevard full width as noted in Condition No. 2) Cobblestone Road and Cobblestone Drive full width as no'
