RESOLUTION NO. 90-8
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVINGA CITYWIDE FACILITIES AND IMPROVEMENTS PLAN AMENDMENT TO CORRECT THE EXISTING (1986) DWELLING UNIT TOTALS.

WHEREAS, the City Council approved Resolution No. 8797 adopt1
1986 Citywide Facilities and Improvements Plan; and
WHEREAS, subsequently during confirmation of buildout numbers
determined that there was a discrepancy in the existing dwelling unit tc
the Citywide Facilities and Improvements Plan; and
WHEREAS, the City Council did, on the 9th day of January
1990, consider this item and said request; and
WHEREAS, at said City Council meeting, upon hearing and consi
all testimony and arguments, if any, of all persons desiring to be hear
City Council considered all factors relating to the Citywide Faciliti
Improvements P1 an Amendment.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Count
fol 1 ows :
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented, the Council approves CFIP I according to pages 8, 33 and 35, as amended, attached hereto and I part hereof, based on the following findings.
Findinqs:
1. That the Citywide Facilities and Improvements Plan Amendmel consistent with the Land Use Element, the Public Facilities Elemen the other Elements contained in Carlsbad’s General Plan.
2. That the Citywide Faci 1 i ti es and Improvements P1 an Amendme consistent with Section 21.90 (Growth Management) of the Car Municipal Code, as amended by Ordinance No. 8110 and Ordinance No. which implemented Proposition E, approved on November 4, 1986 t citizens of Carlsbad.

ADDITIONAL FACILITY PLANNING INFORMATION
The Growth Management Park standard has been developed to address Communi
Park and Special Use Areas together. Combining the two will provide greater flexibili
for the Parks and Recreation Department to address the future needs of each quadra
as development occurs.
The Parks and Recreation Department recently prepared an analysis of existing pa
acreage in the City which produced the following information:

On a Citywide basis, the overall parks acreage is adequate. However, the Growth Managemen
Program requires each quadrant to provide the appropriate acreage in relation to its residentic
population. For that reason, the southwest quadrant does not meet the performance standarc
and is deficient. The three other quadrants meet the performance standard.
It should be noted as shown in the existing acreage figures that in certain quadrants then
exists a greater proportion of Special Use Area acreage as compared to Community Par1
acreage. The performance standard allows the Parks and Recreation Department the abilit
to more properly address the individual quadrant needs for either Community Park or Specia
Use Area acreage as local plans are submitted.
