A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION
PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT THE CLASSIFICATIONS OF DATA PROCESSING MANAGER, ASSISTANT CITY CLERK AND PROGRAMMER/ANALYST AND RECLASSIFYING THE SYSTEMS ANALYST TO A DATA PROCESSING MANAGER, THE
DEPUTY CITY CLERK TO AN ASSISTANT CITY CLERK AND
PROGRAMMER/OPERATOR TO PROGRAMMER/ANALYST AND FURTHER
AUTHORIZING TO CONVERT THE WORD PROCESSING OPERATOR I1

7 WHEREAS, the City Manager recommends and the City Council concurs,

the classification of Data Processing Manager, Assistant City Clerk, an(
Programmer/Analyst should be adopted and included in the City’s
10 Classification Plan and Salary Schedule.

CITY OF CARLSBAD
ASSISTANT CITY CLERK
DEFINITION
Under general direction, to supervise the preparation of permanent records of City Council actions; assist in elections administration, and administration
of the City telecommunications network; assist in the preparation and administration of the Administration Division budget; perform statutory dutie in the absence of the City Clerk; and to do re1 ated work as assigned.
EXAMPLES OF DUTIES
Directs the day-to-day operations of the Administration Division of the Information Systems Department by providing direct supervision of staff and administrative review of division workload functions.
Plans, directs, supervises and participates in the activities of the office o the City Clerk, including the filing, indexing and distribution of minutes, ordinances, resolutions, and other documents; recommends and implements offic procedures; supervises the records management program.
Supervises the preparation, assembly and distribution of agendas for all Council meetings; conforms documents per Council action.
Assists in the routine administration of the City’s telecommunications network, coordinating installation or repair of equipment; reviews and approves phone bill s for payment.
Responds to inquiries from the public; provides explanation of the requirements of City codes, ordinances, established policies and procedures; responds to correspondence as required.
Assists in the administration of City elections by issuing and administering nomination papers; prepares notices; provides 1 i ai son to vendors and the County Registrar; may prepare agenda bills and resolutions in the absence of the City Clerk.
Assist in the development of goals, objectives, policies and priorities for the organizational function to which assigned.
Analyze data, make recommendations, prepare complete reports and make presentations on the formulation of policy and procedure, staffing and organizational requirements.
Represents the City in the community and at professional meetings as required

Assist in the coordination of activities with other City departments and divisions, and with outside agencies.
Coordinate purchasing, personnel and other administrative functions and activities for the department or division to which assigned.
Supervise, train and evaluate assigned staff.
Prepares and administers the budget; prepares budget projections for the Administration Division.
Participates in the selection of work unit employees; plans and implements employee training; evaluates employee performance; initiates disciplinary action.
QUALIFICATIONS

The functions and operating procedures of a City Clerk’s office; relatec laws, rules and regulations.
Format and legal requirements involved in the preparation of resol ut ions , ordinances, and other 1 egal documents.
General office, records management, and administrative practices and procedures.
The organization of City government and the function of City departments.
Methods and techniques of supervision.
Ability to:
Supervise others involved in related activity.
Interpret, explain, and apply related laws, special instructions, regulations, policies, and procedures.
Meet the public in situations requiring diplomacy and tact.
Work effectively and cooperatively with others.
Communicate effectively, orally and in writing; and compose correspondence.

Experience and Education
Any combination of experience and education that would 1 ikely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience
Five years of increasingly responsible clerical/secretarial or business/office management experience and two years experience in a supervisory capacity. Experience as a Deputy City C1 erk or in the City Clerk’s office is preferred.
Education
Equivalent to completion of the twelfth grade, including or supplemented by specialized secretarial or business training. Associate of Arts degree is highly desirable.
Necessary SDeci a1 Reaui rement
Possession of or ability to obtain a Notary Public appointment.

DATA PROCESSING MANAGER
DEFINITION
Under general direction, to supervise the work of personnel involved in
data processing activity; recommend and implement policies and procedures
for data processing functions; establish and maintain liaison to other
City departments in the development and implementation of information
systems; assist in the preparation and administration of the data
processing budget; and to do related work as assigned.
EXAMPLES OF DUTIES
Recommends and implements policies, procedures, and standards relating to
data processing activities.
Supervises the development, design and maintenance of software systems to
meet the needs of user departments; determines information requirements
and further defines the nature of projects.
Assigns work to subordinate personnel, providing instructions and
answering questions; coordinates the scheduling and completion of work by
determining operational priorities and resolving work load problems; inspects work for accuracy and completeness; evaluates work techniques
and methods for conformance to established standards.
Provides technical assistance to subordinates, to departments users and
to consultants in the development and implementation of information
systems and programs.
Advises, and otherwise provides assistance to the Director and other City
personnel regarding data processing related issues, data processing
applications, services or equipment; supervises and participates in the
training of City personnel in the uses and capacities of data processing
equipment.
Conducts research and performs analysis; prepares and presents reports
regarding project feasibility, equipment utilization, project develop-
ment, and the cost of applications.
Participates in the development and administration of the data processing
budget; prepares budget projections.
As designated representative, or in the absence of the Director, att.ends
conferences, meetings or other functions; may provide information or
participate in discussions regarding data processing activities.

principles, and practices as related to municipal operations and
management information systems.
Operation and care of computer equipment.
Data processing management and general administration practices and
techniques.
Methods and techniques of supervision.
Ability to:
Supervise others involved in related activity.
Make judgmental decisions concerning equipment needs, scope of
assignments, and allocation of computer time.
Prepare and present reports.
Communicate effectively, orally and in writing.
Work effectively and cooperatively with computer system users and
department staff.
Experience and Education
Any combination of experience and education that would likely provide
the required knowledge and abilities is qualifying. A typical way to
obtain the knowledge and abilities would be:
Experience
Five years of progressively responsible experience in computer
systems operation, programming, and systems analysis, including or
supplemented by some supervisory experience.

Equivalent to a Bachelor's degree from an accredited college or
university with major coursework in data processing or a closely
related field.
Necessary Special Requirement

PROGRAMMER/ANALYST
DEFINITION
Under direction, to design, develop and modify computer programs; consult
with department representatives to determine program requirements and
develop specifications; troubleshoot software problems; and to do related
work as assigned.
DISTINGUISHING CHARACTERISTICS
The Programmer/Analyst is assigned moderately difficult to difficult
programming tasks which require the application of journey level knowl-
edge and abilities. Incumbents of the class work independently and use
independent judgement, but may receive general direction from the
supervisor regarding project requirements and objectives;
EXAMPLES OF DUTIES
Analyzes and defines the objectives and specifications for new programs
and systems based on user requirements.
Designs, develops, and modifies programs; designs and prepares block
diagrams, flow charts, data definitions, and pertinent logic; defines
input and output data relationships, and sequence of operations necessary
to perform programming; performs coding and tests programs for errors.
Troubleshoots software problems.
Designs input and report forms and file layouts for data entry; assists
user departments in determining methods of information gathering,
storage, and distribution.
Prepares and maintains documentation of programs, including complete
instructions for data processing operations and general instructions for users.
Responds to inquiries and provides technical assistance regarding
computer systems and programs; coordinates activities to resolve program
and system problems.
Maintains currency in computer hardware, software, and techniques.
QUALIFICATIONS
Knowledge of:
Principles of computer systems, procedures, analysis and design.

Design and prepare comprehensive reports, flow charts, diagrams, and

Read, interpret and apply complex technical publications, manuals,
and other documents in performance of assigned tasks.
Experience and Education
Any combination of experience and education that would likely provide
the required knowledge and abilities is qualifying. A typical way to
obtain the knowledge and abilities would be:
Experience
Three years of professional EDP systems and programming experience
which included responsibility for the design and development of data
processing systems and procedures. Hewlett Packard 3000 experience
preferred; knowledge of COBOL required, and other languages desir-
able.
