RESOLUTION NO 90-82
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, REQUESTING THE CALIFORNIA TRANSPORTATIOIV
COMMISSION TO ADOPT A 100% LOCALLY FUNDED PROJECT TO THE
STATE TRANSPORTATION IMPROVEMENT PROGRAM TO CONSTRUC?
THE RANCHO DEL ORO/HIGHWAY 78 INTERCHANGE.
5 WHEREAS, the City of Carlsbad General Plan designates Marron Road as

lane secondary arterial between El Camino Real and College Boulevard;
WHEREAS, the Highway 78 interchange is closely coupled with adjace
streets and frontage roads, including Rancho del Oro Drive and Marron Road; ar
10 WHEREAS, development of adjacent properties will result in an increased
11 traffic; and
12 WHEREAS, the City of Carlsbad desires to participate with CALTRANS to
l3 11 long term solution to the above problem; and

15 II WHEREAS, CALTRANS currently is planning the widening of the Highwal
16

CALTRANS for project development and construction of the proposed interchangc 18
WHEREAS, the City is prepared to enter into a Cooperative Agreemen
six lanes in the Rancho del Oro area; and
19 I NOW, THEREFORE, the City Council of the City of Carlsbad resolves as fo

3. That the City of Carlsbad requests the California Transportation Corn 25
Rancho del Oro/Highway 78 interchange.
to amend the State Transportation Improvement Program to include construction

1. That the recitals herein above stated are true and correct.
2. That the City of Carlsbad requests CALTRANS to undertake a projecl
report and to provide the oversight necessary for development and construction
Rancho del Oro/Highway 78 interchange.

4. That the City of Carlsbad is committed to secure 100% of the f
necessary to develop and construct the proposed project from alternate funding s8
including a Mello-Roos Community Facilities District Bond Issue, development fc
contributions, and other agency contributions.
5. That upon final approval of a detailed financing plan for Zone 25, wh
include construction of Rancho del Oro/Highway 78 interchange and related ro
improvements, the City will enter into a Cooperative Agreement for final :
development and construction of the proposed project.

Council held on the 3rd day of April , 1990 by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine and Larson
NOES: None
