WHEREAS, the City Manager recommends and the City Council concurs: 6 Engineer be amended, 7 the classification titles for Associate Civil Engineer and Assistant Ci\ 8 Carlsbad, California, as follows: 9 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 10 2. That the City Council authorizes and directs the City Manager 11 1 . That the above recitation is true and correct. 12 15 3. That the City Council authorizes and directs the City Manager 14 described in Attachments A and B, attached hereto and made a part therec 13 amend the classifications of Associate Engineer and Assistant Engineer i AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson 20 1 vote, to wit: 19 Council held on the 26th day of June , 1990, by the follow 18 PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbac 17 Attachment C, attached hereto and made a part thereof. 16 amend the titles of Associate Engineer and Assistant Engineer as shown ( 21 23 ABSENT: None 22 NOES: None 24 ATTEST: - 25 ALwRAU~N 26 I; (SEAL) 27 28 e W Attachment A Resolution No. 90-2 ASSOCIATE ENGINEER DEFINITION Under general direction, to perform difficult field and office civil and traffi engineering work in the design, construction and maintenance of public work facilities; to supervise and coordinate public works projects and to do relate work as assigned. DISTINGUISHING CHARACTERISTICS This is the journey level class for professional civil engineering work Incumbents in this class perform difficult and complex work requiring prio professional civil engineering work experience and may assist in the supervisio of other less experience professional and paraprofessional staff. EXAMPLES OF DUTIES Supervise and perform professional engineering work in the design an construction of streets, sidewalks, water and sewage facilities, drainag structures, traffic control devices, and other public capital projects. Supervise and coordinate project management activities involving municipal1 sponsored capital public works projects. Work with private developers and engineers to interpret City policies an( ordinance requirements, review plans, and coordinate the work involved il privately sponsored residential, commercial and industrial projects. Review plans, maps, specifications, estimates, and other work for accuracy presentation, and conduct inspection as appropriate to assure conformance wit established engineering practices, laws, policies and ordinances. Propose and review legal descriptions, subdivisions and easement agreements anl other documents relating to public improvements. Calculate and collect fees and issue permits. Perform field inspection of public works construction projects. Represent the City in the community and at professional meetings as required. Assist in the preparation and administration of the engineering division budget Coordinate engineering-re1 ated activities with other City departments anr divisions, and with outside agencies. Supervise, train, and evaluate assigned staff. e 0 Associate Engineer (cont'd.) OUALIFICATIONS Knowledqe of: (Depending upon the responsibilities assigned) General or traffic engineering principles and practices as applied to municipa' publ i c works. Techniques for preparing designs, plans, specifications, estimates, reports an( recommendations re1 ated to the publ ic works. Municipal operations as they relate to other City departments and divisions. Principles and practices of organization, administration, budgeting and personne' management. Ability to: Perform technical engineering work of a complex nature with a minimum 0' supervision. Establish and maintain cooperative relationships with those contacted in thc course of work. Communicate clearly and concisely, orally and in writing. Supervise, train, and evaluate assigned staff. ExDeri ence and Education Any combination of experience and education that would likely provide tht required knowledge and abilities is qualifying. A typical way to obtain tht knowledge and abilities would be: ExDerience Two years of progressively responsible professional work experience in the field of civil engineering. Education Equivalent to a bachelor's degree from an accredited college or universitj with major course work in civil engineering. Read and interpret plans and specifications. Understand and follow oral and written directions. Establish and maintain cooperative relationships. Experi ence and Educat i on Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience One year of experience performing professional or paraprofessional civil engineering - civil related work. Educat i on Equivalent to a bachelor’s degree form an accredited college or university with major work in civil engineering. 4/90 t e m . Attachment B 90-202 Resol uti on No. ASSISTANT ENGINEER DEFINITION Under general supervision, to perform responsible types of professional civil and traffic engineering office and field work in the design and construction of public works, the review and plan checking of construction projects and thc analysis and design of utility and traffic system requirements; and to do relate( work as assigned. EXAMPLES OF DUTIES Assist in conducting preliminary studies of engineering projects and help prepare plans for pub1 ic improvements such as streets, storm drains, sewers, water works, and other public projects. Assist in the review of plans, maps, specifications, estimates and other work for accuracy, presentation and conformance with established engineering practices , Ci ty pol i ci es and ordinances . May act as chief of a survey crew, running transit and keeping notes. Make calculations in surveying and other construction work. Inspect a variety of public works construction projects performed by contractors for adherence to plans and specifications. Test completed systems. Make final recommendations to higher authority regarding the acceptability of construction work. Prepare and review reports and records. Perform office engineering work such as making maps, drawings, tracings, profiles, tabulating field data, designing elementary engineering structures and preparing specifications, contracts, and other documents. May conduct studies and analysis of engineering aspects of City planning activities. QUALIFICATIONS Know1 edqe of: Engineering mathematics, physics, drawing and instrument of the profession. Principles and practices of engineering field and office practices. Use of drafting and surveying instruments and other engineering aids.
