SUPPLEMENTAL AGREEMENT TO
AGREEMENT FOR ENVIRONMENTAL IMPACT
REPORT SERVICES DATED
OCXOBER 14,1988
THIS SUPPLEMENTAL AGREEMENT to the above described agreement as
approved by the City Manager on October 14, 1988, hereinafter referred to as
"Agreement", is made and entered into as of the - day of J
1990, by and between CITY OF CARLSBAD, a municipal corporation, hereinafter
referred to as "City" and REGIONAL ENVIRONMENTAL CONSULTANTS,
INCORPORATED, hereinafter referred to as "Consultant".
RECITALS
WHEREAS, upon review of the preliminary Environmental Impact Report, it
became apparent that additional studies were required to complete said report.
NOW, THEREFORE, City and Consultant mutually agree to supplement the
above referenced agreement as follows:
1. CONSULTANTS OBLIGATIONS
A. Provide services in connection with archaeological testing as follows:
1) Prepare a testing plan for Loci A-C of site SDM-W-2848 and
SDM-W-2876C and submit to the client. Prepare one (1) set
client-requested revisions, if necessary.

2) Conduct a field survey to define the surface boundaries of site
W-2848 Loci A and B.
3) Excavate 15 shovel test pits and five 1x1-meter test units at
site W-2848.
4) Conduct a field survey to define the surface boundaries of site
W-2876 LOCUS C.
5) Excavate 5 shovel test pits and two 1x1-meter test units at site
W-2876 LOCUS C.
6) Document (photograph and map) milling features observed at
site W-2876 Locus C.
7) Catalogue and analyze cultural materials collected during the
excavations of the shovel test pits and test units for both W-
2848 and W-2876.
8) Prepare an archaeological technical report which describes the
testing methodology, results of the surveys, excavations, and
analysis. The report will include any recommendations for
further investigations, if necessary.
9) Submit to the report to the client. Payment will be due upon
delivery to and approval of the technical repQrt by the client.
B. Provide services in connection with archaeological testing at an
additional site as follows:

1) Perform archaeological testing for significance at site CR-1.
a) Amend research design prepared for Cannon Road,
Reaches 3 and 4 to include testing program to be
completed at CR-1.
b) Surface collect and map artifactual materials.
c) Excavate fifteen shovel test pits and four 1x1-meter test
units.
d) Draw and photograph the possible features identified
during excavation.
e) ' Analyze materials recovered during the testing program.
f) Submit two shell samples for radiocarbon dating.
g) Incorporate testing results into the archaeological
testing report for Cannon Road, Reaches 3 and 4.
2) Delete from previous scope of work in contract, Cannon Road,
Reaches 3 and 4, dated October 14, 1988, tasks associated
with testing to be completed at SDM-W-2876C.
C. Revise the scope of the original agreement to include the following
additional services:
1) Revise preliminary Environmental Impact Report (EIR) to
reflect a change in the change of the flood control channel
upstream from El Camino Real to a soft-bottomed channel
according to plans furnished by the City.

2) Revise preliminary EIR to include biological mitigation being
developed by P & D Technologies.
3) Revise preliminary EIR to include additional traffic information
being developed by Urban Systems Associates as a part of this
change order.
4) Furnish six copies of the revised preliminary EIR to the City for
review and comment.
5) Revise the preliminary EIR to produce a draft EIR for public
review, consistent with the original terms of this contract.
6) Attend two meetings to discuss the project with the City's
project development team, if required.
7) Amend the traffic study to include the following:
a) Revisions will assume reaches 1, 2, 3, and 4 will be
constructed to four lanes concurrently in 1992, and that
no phasing analysis of separate reach construction will
be included.
b) The City of Carlsbad will provide current ADT and
intersection counts they have available from their ADT
count program and the JHK & Associates traffic
monitoring report.

C) Once existing 1989 conditions are evaluated, estimates
of 1990,1991, and 1992 traffic will be made before the
Cannon Road construction. Then the traffic diversion
effect of the Cannon Road construction will be
evaluated. The effects to SR-78, El Camino Real, Elm
Avenue, Tamarack Avenue, and Palomar Airport Road
will be evaluated on an ADT basis.
d) Peak hour effects at key intersections will also be
evaluated. The intersections are:
El Camino Real/Palomar Airport Road
El Camino ReaVFaraday Avenue
El Camino Real/Cannon Road
El Camino Real/Tamarack Avenue
Cannon Road/I-5 Ramps
e) The peak hour effects to the El Camino Real/Tamarack
Avenue intersection will include witwwithout the
College/Elm/Tamarack connection in 1992.
f) The number of lanes needed on Cannon Road by year
will not be evaluated since four lanes will be assumed
with the initial construction.
g) The evaluation witwwithout the Cannon Road
connection through to Oceanside in 1995 will be
retained.

h) The wiWwithout 1995 Mar Vista connection will be
deleted, assuming the connection.
i) Consistency with adjacent FMZ plans will be addressed.
j) The recommendations and conclusions will be revised
according to the results of the revised analysis,
k) Provide revisions in response to public review
comments.
2. PERIOD OF SERVICE
Work shall begin immediately after receipt of notification to proceed by the
City Engineer. Work shall proceed in a diligent manner to conclusion according to
a schedule approved by the City Engineer.
3. FEES TO BE PAID TO CONSULTANT
Consultant shall be paid a lump sum fee upon completion of each item as
listed below and detailed in Section 1.
CONSULTANT'S OBLIGATIONS:
A. Archaeological Testing Services $ 9,985.00
B. Archaeological Testing at Additional Site 6,214.00
C. Revise EIR to Change Flood Control Channel,
Include Biological Mitigation and Amend
Traffic Study 13,500.00
TOTAL FEE $29,699.00

IN WITNESS WHEREOF, this Supplement to Agreement dated October 14,
1988, has been executed by the parties through their duly authorized
representatives as of the date first hereinabove written.
