RESOLUTION NO. 90-447
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLA
AND SALARY SCHEDULE OF THE CITY TO ADOPT THE
CLASSIFICATIONS OF CODE ENFORCEMENT OFFICER I AND
CODE ENFORCEMENT OFFICER I1
5 WHEREAS, the City Manager recommends and the City Council concurs, '

the classifications of Code Enforcement Officer I and Code Enforcement Officer I

should be adopted and included in the City's Classification Plan and Salary Sche
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 9

JOB DESCRIPTION
JOB TITLE: CODE ENFORCEMENT OFFICER I1
DEPARTMENT: BUILDING
BASIC FUNCTION:
Under general supervision, to perform field investigation and office work to enforce an
ensure compliance of occupancy, zoning, sign, vehicle abatement, building and housinz
codes and other ordinances; to assist in the training and supervision of lower-level cod
enforcement officers; and to do related work as required.
DISTINGUISHING CHARAcI1ERISTICS:
Positions in this class are normally filled by advancement from the lower grade of Cod1
Enforcement Officer I, or, when filled from the outside, require prior code enforcemenf
experience. The Code Enforcement Officer I1 class is assigned the full range of code
enforcement duties. Incumbents work independently, scheduling their own work withj
required time frames to meet objectives. Problems are resolved in keeping with codes
and City policies; assistance or direction from the supervisor may be requested when
sensitive issues are involved. The Code Enforcement Officer I1 assists in the training
and supervision of lower-level officers, assigning and reviewing work for completeness
and accuracy as required.
KEY RESPONSIBILITIES:
Perform office and field investigative work in the enforcement of City codes, ordinance
and abatement regulations.
Provide information to property owners, tenants, and the general public through
individual contact in the field, over the counter, and by telephone.
Address and resolve complaints regarding enforcement and compliance.
Initiate and respond to criminaVcivil complaints.
Prepare and maintain inspection files, records, and logs.
Write letters and prepare notices of violation regarding matters being investigated.
Coordinate actions with other City departments in the enforcement of code violations
when necessary.

Testify when necessary in hearings and court proceedings, and follow-up to ensure
compliance.
Conduct field investigations for compliance with codes.
REPORTING RELATIONSHIPS:
This position reports to Principal Building Inspector and/or Community Development
Director.
DESIRABLE OUATJFICATIONS:
Knowledne of:
Ordinances pertaining to zoning, occupancy, sign, vehicle abatement, building
and housing codes, and other ordinances.
Procedures and techniques involved in the investigation, documentation, and
enforcement of codes and regulations.
Principles and practices of municipal zoning and land use.
Ability to:
Apply procedures and techniques involved in the investigation, documentation,
enforcement of ordinances, codes, and regulations.
Read, properly interpret, and make decisions pertaining to laws, regulations, an
policies.
Photograph violations being investigated.
Deal with the public tactfully, yet firmly.
Establish and maintain cooperative relationships with those contacted in the COI
of work.
Communicate clearly and concisely, orally and in writing.
Access information from computer files.
Understand and carry out oral and written instructions.

EXPERIENCE AND EDUCATION:
Any combination of training, education, and experience which demonstrates an ability
perform the duties of the position. A typical qualifying entrance background
is two years of increasingly responsible experience performing code compliance work.
SPECIAL REQUIREMENTS:
Possession of or ability to obtain a Class C California driver’s license. May be required
work after hours and weekends.

enforce and ensure compliance of occupancy, zoning, sign, vehicle abatement, building
and housing codes and other ordinances; and to do related work as required.
DISTINGUISHING CHARACIERISIICS:
The Code Enforcement Officer I is the entry, training level in the code enforcement
series. Incumbents work under the direction of a Code Enforcement Officer 11,
performing the more routine inspections and code enforcement activities, or assisting i~
inspection activities with a more experienced inspector. Routine
inspection/enforcement would not involve cases of prior violators; violations involving
sensitive issues; or cases in which court action is expected. Code Enforcement Officer
1’s would be expected to prepare cases for court action, and appear in court to testify i
such action was the result of their assignments, however. Work is reviewed in progres
and/or upon completion for accuracy and completeness. Advancement to Code
Enforcement Officer 11 occurs when training is completed, and the incumbent has
acquired the requisite knowledge and abilities necessary to effectively perfom the full
range of code enforcement work.
KEY RESPONSIBILITIES:
Learn and perform routine office and field investigation work in the enforcement of Ci
codes, ordinances, and abatement regulations.
Provide information to property owners, tenants, and the general public through
individual contact in the field, over the counter, and by telephone.
Learn to initiate and respond to criminal/civil complaints under direction.
Testify when necessary in hearings and court proceedings, and follow-up to ensure
compliance.
Learn to prepare and maintain records of investigations made and actions taken;
maintain inspection files, records, and logs; learn to write reports and chronologies;
learn to write letters and prepare notices of violation regarding matters being
investigated.

EXPERIENCE AND EDUCATION:
Two years of experience performing public contact work. Equivalent to completion
of the twelfth grade, including or supplemented by courses in social science, planning,
law, public administration, law enforcement, or a related field.
