A RESOLUTION OF THE CITY COUNCIL OF THE CITY
CLASSIFICATION OF FINANCIAL MANAGEMENT
DIRECTOR; AMENDING THE CLASSIFICATION OF
FINANCE DIRECTOR AND ASSISTANT FINANCE
DIRECTOR: AND TRANSFERRING FUNDS.
OF CkdILSBAD, CALIFORNIA, CREATING THE
WHEREAS, the demands for close attention to the complex fiscal issues facinj
the City of Carlsbad requires the dedication of substantial time, effort and expertise
and
WHEREAS, the City Council recognizes the necessity to provide the CiQ
Manager with support and the resources necessary to effectively manage the Gtf:
fiscal affairs and to serve the needs of the City Council on all financial issues; anc
WHEREAS, the City Council concurs with the City Manager that it i:
appropriate to create the position of Financial Management Director to serve in the
capacity of an Assistant City Manager focusing on management of all fiscal
operations of the City.

NOW, THEREFORE, be at resolved by the City Council of the City oi
Carlsbad, California, as follows: I
1. That the above recitations are true and correct.
2. That the City Council authorizes the creation of the classification of
Financial Management Director as described in Exhibit A.
3. That the salary range for the position of Financial Management Director
shall be the same as -that shown for Assistant City Manager in the Management
Salary Schedule.

5. That the amaunt of $55,000 is hereby transferred to the City Manager’s
Salary and Benefit acccwnts to be distributed as necessary to fund this action for the
remainder of fiscal year 1990-91. Said amount is sufficient to fund the position
beginning on January 16, 1991 if the City Manager so Chooses,
6. That the local Conflict of Interest Code, Appendix 1 be amended to include
the title of Financial Management Director.

JOB m: FINANCIAL MANAGEMENT DIRECTOR
BASIC EWNClTON:
Under general direction of the City Manager, administers, directs and manages thc
fiscal affairs of the City. Provides leadership and direction to departments involvec
in the providing of financial services to the City. Provide assistance to the Ciq
Manager in a wide variety of assignments related to both fiscal and genera
administration of the City.
KEY RESPONSIBIJXIX~:
Assist the City Manager in decision making and provide policy advice related to the
financial management of the City by providing a foundation of professional
knowledge and experience on fiscal issues.
Provide direction to arid coordination between departments involved in the delivery
of fiscal services to the City.
Direct the preparation of the City's annual operating and capital improvement
budgets to ensure effective implementation of the City Council's goals and objectives
and to maintain fiscal integrity.
Direct the implementation of the City's short and long range financial planning
programs, debt management programs and capital funding programs.
Assist the City Council, boards and commissions with issues requiring complex fiscal
analysis, major dedication of fiscal resources, selection of financing options, and
significant demands for financial services as directed by the City Manager.
Support the City Council, City's management team and the residents of Carlsbad by
developing and providing financial services that are designed to meet their needs
and assist in the acconiplishment of the City's goals and objectives.

REPORTING RELATIONSHIPS:
This position is appointed by and reports to the City Manager. The City Manager
may establish the repoirting relationship between financial service departments and
this position. Those pclsitions reporting to the Financial Management Director shall

DEPARTMENT: FINANCE
BASIC FUNCllON:
Under administrative direction of the Financial Management Director, to plan
direct, supervise and coordinate accounting, payroll, business license administration
billing and collection of service charges, and other associated services; to provide
highly responsible professional and technical staff assistance to the Financial
Management Director and operating departments; and to do related work as
assigned.
KEY RESFQNSIB-s:
Direct and participate in the development and implementation of goals, objectives
and priorities.
Plan, organize and direct the City's general accounting systems and internal and
external audit program.
Assist in planning, organizing and directing the general accounting activities of rhe
City's redevelopment agency and other accounting entities.
Formulate procedures and policies related to the proper operation of the finance
department and all financial systems under the control of the fmance department.
Review contracts and determine that expenditures are made in accordance with the
terms of the contract.
Establish procedures and systems for the billing and collecting of payments for water and refuse services.
Prepare and supervise the preparation of reports to the State Controller.
Assist the Financial Management Director in budget preparation and administration
including the estimation of anticipated revenues; collection, assimilation and
analysis of departmental expenditure requests; preparation of fund balance
projections; and other budget related functions as assigned.
Supervise and participate in preparation of financial statements and reports such as
monthly expenditure reports.
