Resolution No. 91-77
A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA
AUTHORIZING THE MAYOR TO EXECUTE A LEASE AGREEMENT WITH
THE COUNTY OF SAN DIEGO, DIRE CTlNG STAFF TO NEGOTIATE A
CONTRACT WITH SERIJOBS FOR PROGRESS FOR ADMINISTRATION
OF THE HIRING CENTER, AND DIRECTING THE FINANCE
DIRECTOR TO ALLOCATE FUNDS FOR THE HIRING CENTER PROJECT
WHEREAS, it has been the intent of the City Council of the City of Carlsbad
to address issues related to the tremendous influx of immigrants in the City; and
WHEREAS, on September 4, 1990, the City Council authorized staff to (1)
negotiate a lease agreement with the County of San Diego, (2) evaluate staffing
and administration alternatives for the Hiring Center and bring forward a
recommendation to the City Council, (3) Proceed with the development of grading
and site improvement plans, (4) initiate the discretionary review process and (5)
Develop a Public Information Program strategy; and
WHEREAS, staff has met the Ciiy Council's direction as stated on
September 4, 1990 through: (1) negotiation of a lease agreement with the County
of $an Diego, (2) providing a recommendation to the City Council for obtaining the
services of SERIJobs for Progress for administration and staffing of the Hiring
Center, (3) completed grading and site improvement plans, (4) initiated the
discretionary review process, and (5) begun development of a Public Information
Program strategy.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of
Carlsbad as follows:

That the above recitations are true and correct.
That the Ciiy Council authorizes the Mayor to execute a lease
agreement with the County of San Diego, for a parcel of land
located north of Palomar Airport Road, south of Faraday Avenue, and
east of El Camino Real.
That the City Council directs staff to (7) begin contract negotiations
with SERIJobs for Progress for administration and staffing of the
Hiring Center.
That the City Council directs the Finance Director to allocate monies
from the General Fund, to finance the project for a six month period.
