A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA APPROVING A NEGATIVE
DECLARATION AND GENERAL PLAN AMENDMENT (GPA

WHEREAS, the Planning Commission did on September 4,
hold a duly noticed public hearing as prescribed by law to cons
an amendment to the Housing Element of the General Plan GPA 9
and
WHEREAS, the Planning Commission has determined that
project will not have a significant impact on the environment
a Negative Declaration was issued and approved on September 4,
in compliance with the requirements of the City of Carl
Environmental Protection Ordinance of 1980 and the Califc
Environmental Quality Act; and
WHEREAS, the City Council of the City of Carlsbad,

review, a Negative Declaration (declaration that the project will not have a signifi

The Housing Element is a mandatory element of the City of Carlsbad's General Plan. The
Element is undergoing revision as require under Government Code 10.6 Section 965588(b
intent of the General Plan Amendment is to provide housing policies within the residential
areas of the City of Carlsbad of the City of Carlsbad General Plan. This amendment is not
with any specific development project and will not directly or indirectly cause any adverse
biological or human environmental impacts. Its intent is to provide a housing strategy whic
the City's General Plan into compliance with State General Plan mandates and is consistent
San Diego Association of Governments (SANDAG) Regional Housing Needs Statement.
