RESOLUTION NO. 91-379
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
A COST SHARING AGREEMENT FOR THE DARE
PROGRAM BETWEEN THE CITY OF CARLSBAD,
CARLSBAD UNIFIED SCHOOL DISTRICT AND
ENClNlTAS UNION SCHOOL DISTRICT
The City Council of the City of Carlsbad, California does
hereby resolve as follows:
1. That the cost sharing agreement for the Dare
Program, attached hereto as Exhibit 2, between the City of
Carlsbad and the Carlsbad Unified School District is hereby
approved.
2. That the cost sharing agreement for the Dare
Program, attached hereto as Exhibit 3, between the City of
Carlsbad and the Encinitas School District is hereby approved.
3. That the Mayor of the City of Carlsbad is hereby authorized
and directed to execute said agreements for and on behalf of the
City of Carlsbad, California on the 3rd day of December , 1991,
by the following vote to wit:

COST SHARING AGREEMENT
This agreement is made and entered into at Carlsbad,
this day of I 19- by the City of Carlsbad,
municipal corporation, hereinafter called fiCityll, and Encinita
Union School District , hereinafter called "School District".
WHEREAS, the City and the School District find that it woul
be mutually beneficial to share the costs of the Drug Abu:
Resistance Education program, hereinafter called D.A.R.E., tk
parties agree as follows:
The City agrees to provide the School District with e
elementary school D.A.R.E. program as described in exhibit iiAii ar
the School District agrees to pay the City a sum certain of $6,2E
toward the cost of this program,
MODIFICATIONS AND SCHEDULING
The description of the program in exhibit IiAii is a generz
guideline only and minor modifications may be made by the Cit]
Scheduling of the programs is at the discretion of the City.
CONDITIONS
This agreement is based on the following assumptions:
1) Addition of a second D.A.R.E. officer is approved by tk City;
2) Carlsbad Unified School District agrees to provic $18,750 toward the cost of the elementary D,A,R,E
School enrollment at Carlsbad Unified School District ar
Encinitas Union School District is approximately the san in the 1990-91 school year as in the 1989-90 school year
If any of the three assumptions above prove to be false

TERM OF AGREEMENT
The term of this agreement extends from July 1, 1991 to
June 30, 1992.
METHOD AND TIME OF PAYMENT
The School District agrees to pay the City in the followir
manner:
One-half (1/2) of the amount due will be Daid no later thar
December 31, 1991. The remainins one-half(l/2) will be Dai
no later than June 30, 1992.

city employees who perform duties under this agreement ar not, for any purpose whatsoever, employees of the School District

The primary emphasis of the DARE program is assisting students in
recognizing and resisting the pressures exerted on them to
experiment with drugs.
A semester course will be given to students in their last year at
each elementary school.

Exhibit A

An abbreviated program will also be given to children from kindergarten to the fifth grade.
The elementary program will be administered and presented by one police officer.

Exhibit B
High School Level -
The Drug Resistance Program administered by the police department at the high school level will include but not be limited to:
Drug Education Dealing with and resisting media pressure Coping with anger and conflict without drugs
Decision making Alcohol and Driving
Understanding personal rights and responsibilities
A semester course will be given to students during their attendance at mandatory health education classes.
High school students who are not enrolled in the health education classes or who have already completed the classes will receive an abbreviated program.
Junior High School Level -
The Drug Resistance Program at the Junior High level will include but not be limited to:
Reinforcing techniques for saying no to others who offer drugs Feeling good about oneself Being assertive Understanding the social pressures which encourage drug use Decision making Understanding personal rights and responsibilities
A semester course will be given to students during the eighth grade. Students in other grades will receive an abbreviated program.
Both High School and Junior High School programs will be administered and presented by one police officer,
