4 HOUSING AND REDEVELOPMENT DIRECTOR
5 WHEREAS, the City Manager recommends the adoption of the

9 the City of Carlsbad, California, as follows:

NOW, THEREFORE, BE IT RESOLVED by the City Council of

JOB DESCRIPTION
JOB TITLE: Housing and Redevelopment Director
DEPARTMENT: Housing and Redevelopment
BASIC FUNCTION:
Under general direction of the Community Development Director,
administers, directs and manages the activities of the Housing and
Fledevelopment Department.
- KEY RESPONSIBILITIES:
F'lanning, organizing and coordinating programs and activities of the
Fledevelopment Agency and Housing Authority.
Direct on-going day-to-day operations of the Redevelopment Agency and
Housing Authority.
Participate in the Development and Implementation of Goals, Objectives,
Policies and Priorities for the Department.
Supervise development and administration of Department budgets.
Prepare and implement plans to encourage economic development, housing
redevelopment and retail enhancement in the Village Redevelopment Area.
Develop and implement Affordable Housing Programs and expenditure of
Housing Set-Aside funds.
Participate in the negotiation and administration of property disposition
sand development agreements, including agreements for affordable housing.
Provide staff support to the Housing and Redevelopment Commission (City
Council), the Housing and Redevelopment Advisory Committee, Design
Review Board and other boards, committees and commissions established
to address housing and redevelopment issues.

Work closely with the Village Merchants Association to develop programs
and/or activities which enhance the redevelopment area.
Supervise and direct administration of the federal Community
Development Block Grant (CDBG) and Section 8 Rental Assistance
Programs.
Ensure that the CDBG program continues to effectively address the needs
of the low and moderate income households within the community.
Negotiate real estate transactions as required for the CDBG program,
Redevelopment Agency and Housing Authority.
Responsible for completion and implementation of the Village
Redevelopment Area Master Plan.
Responsible for all activities related to adoption of additional
Redevelopment Project Areas.
Select, Train, Supervise and Evaluate department personnel which
consists of five mid-management level staff members and four general
employees.
REPORTING RELATIONSHIPS:
This position reports to the Community Development Director and
