RESOLUTION NO. 93-86
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION
PIAN AND SALARY SCHEDULE OF THE CITYTO ADOPT THE
CLASSIFICATIONS OF METER SERVICES WORKER 111 AND
CROSS CONNECTION CONTROLTECHNICIAN AND AMEND
THE CLASSIFICATIONS OF READER METEWREPAIRER I
AND II TO METER SERVICES WORKER I AND II.

7 WHEREAS, the City Manager recommends and the City Council concurs, that the

classifications of Meter Services Worker Ill and Cross Connection Control Technician
that the classifications of Meter ReaderIRepairer I and II be amended to Meter Services 10
should be adopted and included in the City’s Classification Plan and Salary Schedule and
11 Worker I and II. 11

classification of Meter Services Worker I and II as described in Attachment B, attached
hereto and made a part thereof.
4. That the City Council authorizes and directs the City Manager to add the
titles of Meter Services Worker Ill and Cross Connection Control Technician to the
24 General Employee Salary Schedule at Range 38 with a biweekly salary of $1,020.78 -
$1,240.76 on Attachment C, attached hereto and made a part thereof.

JOB TITLE: METER SERVICES WORKER 111
DEPARTMENT; WATER DISTRICT
BASIC FUNCTION:
Under general supervision, to perform as lead person providing functional supervision over Meter Services Worker I and II's; to perform semi-skilled
work related to meter reading, testing, installation and maintenance of meters and related equipment: to perform customer service duties related to complaints and reported problems: and to perform other related work a5 assigned.
DISTINGUISHING CHARACTERISTICS:
The Meter Services Worker I11 is distinguished from the I and I1 level classes in the series by level of responsibility exercised the independence c actions taken: and is a lead specialized technical maintenance classification
KEY RESPONSIBILITIES:
Perform all duties of the Meter Services Worker I1 and acts as crew leader in project assignments.
Supervise the daily work of subordinate Meter Services Workers, e.g., schedule and assign work, train new or less experienced personnel, reviev and monitor the work:
Assure accuracy through quality control methods and techniques.
Perform field checks and inspects unread meters.
Investigate service and consumer complaints as trouble-shooter in resolvir! problems, e.g., conduct pressure and flow tests, verify unusually high or 101 readings, etc.
Restructure routes and establish new meter reading patterns as necessary.
Prepare summary reports and reviews related computer reports in course determining work assignments.
Act as supervisor in his/her absence.

Knowledpe of:
Specific tools, equipment, materials and procedures used in utility meter maintenance repair, testing, installation and reading work.
City street routes and location of meters and backflow devices.
Basic plumbing and piping systems in order to repair and maintain water meter systems.
Computerized meter reading devices, e.g., ITRON Datacap System.
Effective supervisory and training methods and techniques.
Quality control methods and techniques.
Safe work practices and regulations, including traffic control, protective clothing and devices related to work.
Basic arithmetic.
Related City and Water District policies and procedures related to billing systems.
Ability to:
Effectively supervise subordinate personnel, including training, scheduling and assigning work.
Read and interpret computer print-outs and operate micro-compute within the department to access information on water usage and customer billing accounts.
Effectively communicate with people from a wide variety of socio- economic backgrounds.
Deal tactfully and remain courteous and calm in tense and/or hostilc situations.
Investigate and resolve complaints.
Perform mechanical maintenance and repair tasks.

Read basic blueprints to determine appropriate placement of new meters.

EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Three years of progressively responsible Meter Services Worker experienc and coursework in Water Distribution, Hydraulics and Cross Connection Control.
SPECIAL REQUIREMENTS:
Possession of a valid California drivers license (Class C). Willingness to WOI overtime hours or respond to emergency calls in off hours as required. Certification as a Backflow Tester is required. Within the first year of employment, will be certified as a Water Distribution Operator in order to respond to questions related to customer services and may be trained in Hazardous Materials related to the response plan for emergency operation2

PHYSICAL REQUIREMENT AND ENVIRONMENT:
This position requires:
extended periods of standing and walking on a variety of terrains to
upper body strength to lift, carry and manipulate meter boxes,
visual acuity to efficiently read meters and enter information into a
willingness to work in confined spaces which may expose employee I
use of respirators which prohibits full beards and facial hair that may

JOB TITLE: CROSS CONNECTION CONTROL TECHNICIAN
DEPARTMENT: WATER DISTRICT
BASIC FUNCTION:
Under general supervision, to implement and enforce the Water District cross-connection control program: to investigate and inspect backflow devices for compliance to regulations: to coordinate with customers and private contractors regarding appropriate placement of backflow devices: and to maintain appropriate records, files and documentation: and to perform other related work as assigned.
DISTINGUISHING CHARACTERISTICS:
The Cross Connection Control Technician is distinguished from the Meter Services Worker classes in the series by the specialized knowledge of the Cross Connection Control program and level of responsibility and independence of actions taken in coordinating this program: and is a lead technical maintenance classification.
KEY RESPONSIBILITIES:
Identify businesses where backflow devices are necessary, notify and advis customers where and what kind of devices need to be installed: fallow-up ensure that the appropriate devices have been installed.
Investigate backflow devices that are in need of repair or replacement and notify customers.
Conduct annual inspections of private reclaimed water systems.
Monitor and test backflow devices.
Respond to inquiries from contractors, developers, engineers and the general public concerning the District rules and regulations regarding thc cross connection control program.
Maintain computerized records and files of backflow device locations, inspections, test results and corrections.
Prepares correspondence and summary reports.

Installs, repairs and maintains all District facility backflow devices.
May direct the work of other Meter Services Workers in the course of testing, inspection, installation or repair of backflow devices.
Maintain liaison with other agencies related to the Cross Connection Contro program: represents the City at meetings: works closely with the City building department and County Health department.
Performs back-up to Meter Services Workers as necessary.
May act as supervisor in his/her absence.
QUALIFICATIONS:

State, City and District regulations related to the Cross Connection Control Program and related use of reclaimed water systems.

METER SERVICES WORKER I1
DEPARTMENT: WATER DISTRICT
BASIC FUNCTION:
Under general supervision, to perform work involved in the reading, testin] installation, maintenance, removal, repair, and replacement of water utility
meters: and to do related work as assigned or required.
DISTINGUISHING CHARACTERISTICS:
Meter Services Worker I is the entry level class in the series. Positions in
this class are expected to learn and perform a variety of core duties which include reading and maintenance of water utility meters. Certain tools and equipment will be utilized on a training basis or for tasks that are repetitivc in nature. Positions are assigned to this level with the understanding that elevation to the I1 level may follow successful job performance and personal development, at the discretion of the department head. This is an entry level maintenance worker classification that will be provided cross-training
exposure to journey level work.
Meter Services Worker II is the journey level class in the series. Positions assigned to this class are expected to skillfully perform a wide variety of
duties independently which include testing, installation, maintenance, removal, repair, and replacement of water utility meters, while exercising sound judgement and demonstrating initiative. This level is also expected assist in training and monitoring of less experienced personnel, as well as assist immediate supervisor in daily operations. This is a specialized maintenance classification.
KEY RESPONSIBILITIES:
Test, repair, maintain and install/remove a variety of utility water meters and related parts.
Utilize a variety of hand and power tools as well as other mechanical equipment in the performance of the above duties.
Respond and follow-up on inquiries and complaints regarding water services.
Follow a prescribed route and schedule in reading of meters and performr
visual inspections of meters, boxes, pipes or backflow devices to report or schedule repair/maintenance problems.

Record meter readings and other encoded data into a computerized recording device.
Investigate reported water system leaks and related problems and advise customers of required and/or suggested corrective measures.
Inspect new water services, sewer hook-ups and bacKflow requirements.

Assign new water accounts or shut-off accounts to customers.
Utilize welding, soldering and cement work materials and equipment in thc course of repairing and installation of meters.

One year of experience performing duties assigned to the Meter Ser Worker I class. Coursework in Water Distribution, Hydraulics or Cro:
Connection Control are highly desirable.
