Finding No. 8 is added to read as follows: "9) Pursuant to the La Costa Master Plan the Ci.ty Council has considered the approval of four projects, CT 85- LCDP 85-1, Vista Santa Pe; CT 85-15, LCDP 85-2, Park View We CT 85-11, PUD-86, Vista Santa Fe; .3nd CT 85-6 PUD-80, Daon Southwest. Thcse projects will a~d a substantial amount of traffic to Rancho Santa Fe Road which is already operating a its design capacity. Within nine months after tentative map approva developer shall have commenced construction of the easterly t of Rancho Santa Fe Road between Olivenhain Road and Mission €stancia, Construction of these improvements to Rancho Santa Road shall be complete within fifteen months from tentative n approval.“ 4. A fully actuated traffic signal shall be desig and installed at the intersection of Rancho Santa Fe Road and Calle Barcelona at the sole expense of the developer. The developer shall enter into a traffic signal improvement agree and post a bond for the signal at the time of final map appro for the first phase of the subdivision. The developer shall install the signal at the time Rancho Santa Fe Road is constructed full width at this intersection.
