A RESOLUTION OF THE CITY OF CARLSBAD,
CALIFORNIA APPROVING AN AMENDED SOLID
WASTE INTERIM AGREEMENT

WHEREAS, disposal of solid waste within San Diego County is a crisis which requirt
the cooperation of the County of San Diego and every city within the County; and

9 WHEREAS, the Interim Agreement amended June 1, 1993 has been signed only t
ll the County of San Diego and seven cities; and 10
11 I1 WHEREAS, the Interim Agreement must be further amended in order that it be signt
12 I/ by the other cities in the County; and

B. A full range of sub-regional disposal alternatives will be explored and 16
reviewed and impartially analyzed; and 15
A. Alternative forms of permanent governance will be comprehensively

WHEREAS, while the above-recited matters and others are reviewed a1
implemented:
A. Flow covenants should be to the Commission; and
B. Bonds should not be issued without concurrence of a majority of the
Commission
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Carlsb;
California as follows:
9 That the Solid Waste Interim Agreement as amended by the Board of Supervisors

the Acceptable Waste Flow of the City of Carlsbad is hereby committed on condition tl l1
the County of San Diego on June 1, 1993, is hereby approved and fifty percent (50%)
the Interim Agreement be amended to provide as follows for all member agencies:
13 11 1. Both the initial and subsequent flow commitments made by a city may

made to the Interim Commission and flow commitments made by a city shall revert to tl
city on or before May 31, 1994 if that city has not agreed to the permanent form
governance.
2. The County will not issue solid waste facility bonding prior to June 1 , 1 S
