A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD APPROVING THE REALLOCATION OF FUNDS
UNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT
TEMPORARY EMERGENCY HOMELESS SHELTER LOCATED IN
OCEANSIDE AND APPROVING A SUBRECIPIENT AGREEMENT
WITH THE CITY OF OCEANSIDE FOR EXPENDITURE OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
ENTITLEMENT PROGRAM FOR PROGRAM YEAR 1992-93 TO A
WHEREAS, the City Council of the City of Carlsbad, California, at a public
hearing held on January 11, 1994, considered the reallocation of 1992-93 Community
Development Block Grant (CDBG) funds allocated to the previously canceled North
Coast Housing Foundation's Affordable Housing Workshop project and the Casa de
Amparo new facility project and considered the reallocation of these canceled projects'
funds to a new project for the development of a temporary emergency shelter located in
Oceanside for homeless persons;

shelter will be classified as a public facility and improvement activity for the purpose of 16
WHEREAS, the City of Oceanside has determined that the temporary emergency
I'i' the Community Development Block Grant Entitlement Program by the U. S . Department
18 of Housing and Urban Development (HUD) and as has been confirmed by the U. S.

20 Ij Department of Housing and Urban Development;
21 WHEREAS, the temporary emergency shelter will provide an opportunity for a
22 cooperative effort of local, state, federal and private resources to meet the temporary

shelter needs of homeless persons during the cold winter months;

2 WHEREAS the temporary emergency shelter will be extensively managed and
3 supportive services will be provided so that the occupants of the homeless shelter will
* 11 have the ability to work towards becoming self sufficient;

WHEREAS, the City of Carlsbad is committed to continuing to provide assistance 6
7 in the development or provision of shelters and assistance for the homeless as is outlined
8
Affordability Strategy (CHAS), a five year plan to increase assisted housing which is 9
in the Housing Element of the General Plan and in the Comprehensive Housing
lo 11 required by HUD; and

13 NOW, THEREFORE BE IT HEREBY RESOLVED by the City Council as

The City Council hereby approves the reallocation of $5,000 from the canceled
North Coast Housing Foundation's Affordable Housing Workshop project and
$12,400 from the canceled Casa de Amparo new facility project as allocated
under the Community Development Block Grant Entitlement Program for federal
program year 1992-93.
The City Council hereby approves the reallocation of a total of $17,400 in funds
from the canceled Community Development Block Grant Entitlement projects as
indicated above and during the City Council meeting on January 11, 1994 to the
temporary emergency shelter located in Oceanside.

4, The City Council hereby approves the subrecipient agreement with the City of
Oceanside for operation of the emergency homeless shelter and expenditure of the
$17,400 in Community Development Block Grant Entitlement funds during fiscal
year 1993-94.
