A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALlFORNIA,APPROVlNGTHENONDlSPOSALFAClLlTYELEMENTFORTHE CITY OF CARLSBAD
WHEREAS, AB 939, the California Integrated Waste Management Act, as am
requires that all cities adopt and submit to the California Integrated Waste Management
a Nondisposal Facillty Element (NDFE); and
WHEREAS, the NDFE for the City of Carlsbad has been presented to the
Task Force for review and comment; and
WHEREAS, the completed document meets the requirements of the Act;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Ca
as follows:
1. The above recitations are true and correct.
2. The Nondisposal Facility Element for the City of Carlsbad as attact
Attachment A is hereby approved.

City of Carlsbad
Nondisposal Facility Element
California Public Resources Code (PRC), Sections 41 730 et seq, require every California city and
County to prepare and adopt a Nondisposal Facility Element (NDFE) for all new Nondisposal
facilities, and any expansions of existing Nondisposal facilities, which will be needed to implement
local Source Reduction and Recycling Elements (SRREs). A Nondisposal facility is defined as
any solid waste facility required to obtain a state solid waste facility permit except a disposal
facility or a transformation facility (PRC Section 401 51).
The City of Carlsbad has prepared, adopted and hereby transmits to San Diego County the City’s
NDFE, as required by PRC Section 41730. The city is also submitting a copy of its NDFE to the
California Integrated Waste Management Board for review and approval. The city’s NDFE will
be appended to the city’s SRRE at the time of the five-year revision (1999).
This NDFE identifies the utilization of transfer stations and materials recovery facilities (MRFs)
as Nondisposal facilities necessary to implement the city’s waste diversion goals. The attached
tables identify the Nondisposal facilities the city may utilize to implement its SRRE and meet the
solid waste diversion requirements of PRC Section 41780.
A draft of this NDFE was submitted to the San Diego County Local Task Force (LTF) for review
and comment regarding the regional impacts of the Nondisposal facilities identified in this
Element’ in accordance with the requirements of PRC Sections 41734(a) and (b). As indicated
by PRC Section 41735(a), the adoption or amendment of this element is not subject to
environmental review under the California Environmental Quality Act (CEQA).

NAME OF FACILITY The Palomar Transfer Station is a solid waste
transfer facility which receives and processes mixed
waste. It is owned, permitted, and operated by
Coast Waste Management, Inc. The property is
leased from the County of San Diego on a month-
to-month basis. The Palomar Transfer Station is
currently permitted for 400 tons per day. The facility
capacity may be expanded at a future date.
EXPECTED DIVERSION RATE At present, there are limited recovery activities at the
Palomar Transfer Station, primarily manual picking
of materials off the timina floor.
PARTICIPATING JURISDICTIONS The Cities of Carlsbad, Del Mar, Solana Beach and
some unincorporated areas of the County utilize the
Palomar Transfer Station. Other jurisdictions and/or
haulers may contract with Coast Waste
Management to utilize the Palomar Transfer Station.
LOCATION The Palomar Transfer Station is located at 5960 El
Camino Real in Carlsbad, near the intersection at
Palomar Airport Road.

or some North San Diego County cities and
unincorporated areas, including the City of

LOCATION The Coast Waste Management WRTF is proposed
to be located directly adjacent to their existing
Liberty Recycling facility on Mission Road in the Clty
of San Marcos.

TYPE OF FACILITY The North County Recycling Center is a newly
constructed materials recovery and transfer facility
owned and operated by the North County Resource
Recovery Associates at the County owned San
Marcos Landfill. This facility processes mixed
municipal refuse generated in the cities and
unincorporated areas of North San Diego County. II 1 - II
FACILITY CAPACITY This facility is designed to process an average of
2,560 tons of solid waste per day.
EXPECTED DIVERSION RATE This facility is expected to divert 17% of the waste
stream generated in participating jurisdictions.
