WHEREAS, additional engineering services are needed to proceed with the design La Costa Avenue and 1-5 Interchange. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlst follows: 1. That the above recitations are true and correct. 2. That Amendment No. 4, attached hereto as Exhibit "AI and "B", and made hereof, is hereby approved. CITY shall pay CONSULTANT for all work associated with Paragraph 1 above, on a time and materials basis not-to-exceed $30,502. CONSULTANT shall provide CITY on a monthly basis, copies of invoices sufficiently detailed to include hours performed, hourly rates, and related activities and costs for approval by CITY. 3. All provisions of the aforementioned agreement entered into on July 14, 1992, by and between CITY and CONSULTANT shall remain in full force and effect. 4. City Clerk /f 0 0 Exhibit “A” - Scope of Services Amendment No. 4 November 4,1994 LA COSTA AVENUEM INTERCHANGE Introduction This is the scope of services for Amendment No. 4 to the “Agreeme] for Design Services for Improvements to the La Costa AvenueA-5 Interchange,” dated July 14, 1992, by and between the City of Carlsbad (City) and Boyle Engineering Corporation (Boyle). City ha requested that Boyle revise the project geometry, perform additional right-of-way services, incorporate new Caltrans CADD standards, eliminate seismic retrofit from the project, and revise the stage construction. The estimated costs for completing this work are attached as Exhibit B. City and Boyle agree that these costs are approximate, based on o current understanding of the additional work requested. Should the level of effort be significantly different than anticipated, City and Boyle agree to adjust the fee accordingly. 1. Revise Project Geometry The City has requested the following changes to the project geomeq A. Southbound On-Ramp - Widen the ramp on the east side instead of the west side to avoid cultural impacts. B. Median at Piraeus Street - Eliminate the strip median and provide for the westbound to eastbound U-turn. Revise the following sheets to reflect the changed geometry: Typical Cross Section (X), Layout (L), Profile and Superelevation Diagram (P), Construction Detail (C), Grading and Drainage Layout (G), Drainage Profiles & Details (D), Utility (U), Stage Construction (SC Construction Signing (CS), Pavement Delineation (PD), Electrical (I? and earthwork sections. Additional Right-of-way Services Order Five Title Reports: Order title reports for six parcels (two are combined into one report) in the southwest quadrant. Litigation guarantees will be requested in the amount of $75,000 each. Boyle proposes to order these fiom Stewart Title Insurance Company. Cos for right-of-way engineering for the driveway relocation affecting these parcels are not included in this amendment. 111. Incorporate New CADD Standards Incorporate changed Caltrans CADD standards. These are standards which are not specified in the CADD Users Manual, that was referenced in the original contract between City and Boyle. At the tir the CADD files for the 50 percent submittal were prepared, Boyle could not have anticipated these changes in policy. These changed standards are due to revisions in either: A. Headquarters Policy: Examples include elimination of reference files, rotation of sheet views, and leader lines. B. District 11 Policy: Examples include line weights, font sizes and types, text nodes, shared and nested cells, and li types. A more detailed list of these changes has been submitted to the City for review. IV. Eliminate Seismic Retrofit Seismic retrofit is being eliminated fiom this project because Caltrar plans to complete a column wrap project prior to this project. Remo\ the column retrofit fiom the structural plans. Coordinate with the Caltrans Division of Structures (DOS) to determine which elements the structure design are affected. Coordinate with Caltrans to proces: the interchange project as a seismic retrofit project, since the bridge widening is critical to the seismic strategy. Revise Stage Construction Revise the stage construction plans to combine Stages I and I1 into a new Stage I, and combine Stages I11 and IV into a new Stage 11. Revj Stage V to be a new Stage 111. Stage construction plans will show bridge widening on the north and south sides of the bridge simultaneously, with no work on the existing bridge bent. Compensation These tasks will be completed on a lump sum basis for a fee of $30,502. A detailed cost breakdown is included as Exhibit “B.” Schedule Boyle will incorporate these changes for the 100 percent submittal dl January 16, 1995.
