RESOLUTION NO. 9 6 - 6 7
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, THAT AUTHORIZES THE
SUBMITTAL OF A LOAN APPLICATION, THE EXECUTION
OF AN AGREEMENT AND ANY AMENDMENTS THERETO,
AND ANY RELATED DOCUMENTS NECESSARY TO
PARTICIPATE IN THE MOBILEHOME PARK RESIDENT
OWNERSHIP PROGRAM AND SECURE A COMMITMENT
OF FUNDS FROM THE CALIFORNIA DEPARTMENT OF
HOUSING AND COMMUNITY DEVELOPMENT.
WHEREAS, the City of Carlsbad, California, hereinafter referred to as "the L
Public Entity") a municipal corporation, organized and operated under the Constitution
laws of the State of California, is eligible to receive a commitment of funds and participat
the Mobilehome Park Resident Ownership Program (hereinafter referred to as "MPROP'
WHEREAS, the California Department of Housing and Community Developr
(hereinafter referred to as the "Department") is authorized to make loans for the purpos
financing mobilehome park conversion costs and to reduce the monthly housing costs for 1
income residents to an affordable level; and
WHEREAS, the Local Public Entity wishes to obtain from the Departmei
commitment of funds for the purpose of financing the monthly housing costs for lower inc
residents to an affordable level; and
WHEREAS, the Rancho Carlsbad Mobilehome Park has lower income residents in 1
of assistance; and
WHEREAS, the proposal of the Rancho Carlsbad Resident Association to assist IC
income residents with the purchase of their spaces is consistent with the City's afford
housing goals as expressed in its Housing Element.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the
of Carlsbad, California, as follows:

1. The Local Public Entity as a co-applicant with the California Mobilehome 1
Resident Ownership Program (MPROP) shall submit to the Department an application
participation in MPROP and request a commitment of funds for a mobilehome park conver
project located at 5200 El Camino Real, Carlsbad, California, 92008.
2. If the application is approved, the Local Public Entity is hereby authorize
enter into an agreement with the Department for the purposes set forth in the loan applica
and approved by the Department. It also may execute other instruments necessary or requ
by the Department for participation in MPROP.
3. The Local Public Entity is further authorized to request amendments, incluc
increases in fund commitments up to amounts approved by the Department and to execute
and all documents required by the Department to evidence and secure these amendments
Subject to the approval of the City Attorney, the Local Public Entity author
the City Manager to execute in the name of the Local Public Entity the loan application,
agreement, and other documents necessary or required by the Department for participatioi
MPROP, and any amendments thereto

5. Based on review of information that demonstrates appropriate benefits to lo
income residents consistent with City goals as expressed in its Housing Element, the City
consider providing assistance up to a maximum of $200,000 and in an amount per resic
assisted which is an effective use of City resources.
