RESOLUTION NO. 96-192
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD, CALIFORNIA,
ADOPTING NEW AND REVISED CLASSIFICATIONS;
DELETING OLD CLASSIFICATIONS;
RECLASSIFYING AND REALLOCATING TWO POSITION!
CONVERTING THE FUNDING OF ONE POSITION; AND
AMENDING THE GENERAL EMPLOYEES’
SALARY SCHEDULE.
WHEREAS, the City Manager recommends and the City Council concurs, tha
positions in the Carlsbad Municipal Water District (CMWD) be included under the Ger
Employee Classification and Salary Plan through attrition by deleting all former CM
classifications, as listed in the Carlsbad Municipal Water District Salary Schedule
positions become vacant and reestablishing all positions into the General Emplc
Classification and Salary Plan;
WHEREAS, the City Manager recommends and the City Council concurs, thal
classifications of Utility Worker I, 11, and 111, Sanitation Systems Operator I, 11, and
Water Systems Operator I, 11, and 111, Water Conservation Specialist,
OperationsMaintenance Storekeeper be adopted and included in the General Empk
Classification and Salary Plan; and,
WHEREAS, the City Manager recommends and the City Council concurs, that
classifications of Utility Systems Operator I1 and Utility Systems Operator I11 be deleted
the positions be reclassified and reallocated to Sanitation Systems Operator I1 and Sank
Systems Operator 111; and,

WHEREAS, the City Manager recommends and the City Council concurs, that
funding for the vacant Service Coordinator position be converted to an Enginee
Technician I position; and,
WHEREAS, the City and CCEA have met and conferred on the impacts of tl
recommendations on represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Ciq

General Employee Classification and Salary Plan by deleting former CMWD classificatic

Carlsbad Municipal Water District (CMWD) DEPARTMENT:
BASIC FUNCTION:
Under general supervision, perform both routine and skilled heavy, physical
work in the construction, maintenance, repair and installation of water
distribution and sewer collection systems and related structures and
appurtenances; perform landscape and building maintenance related to water
district facilities; perform related work as assigned.
DISTINGUISHING CHARACTERISTICS:
Utility Worker I is the entry level class in this series. Initially under close
supervision, incumbents learn and perform a variety of duties in the
maintenance, operations and repair of water distribution and sewer collection
systems; and in the maintenance of landscape and facilities. Incumbents at
the I level may reasonably expect to advance to the I1 level through the
promotional process by demonstrating the proficiency and meeting the
qualifications of the higher level class.
Utility Worker I1 is the journey level class in this series. Incumbents perform
the full range of maintenance and repair duties and may be assigned in any
maintenance or operations area. This class typically reports to a lead worker
or supervisor for work assignments, though is expected to work independently
once assignments are determined.
Utility Worker I11 is designated as the lead level in this class series, providing
direction to a field crew and performing a variety of the most responsible and
skilled assignments, including, heavy equipment operation utilizing a variety ol
heavy construction equipment, such as, the backhoe, loader, tractor, and
bulldozer. This class is distinguished from the I1 level as the lead worker
responsible for directing the work of a field crew and operating heavy
equipment, and is distinguished from the Supervisor level who is responsible

for supervising all unit staff involved in construction, maintenance or
operations assignments and is classified as a management level position.
KEY RESPONSIBILITIES:
Install, maintain and repair water distribution and sewer collection systems,
including water and sewer pipelines, taps, valves, meter services, fire hydrants,
manholes and related appurtenances and structures; perform landscaping and
grounds maintenance duties; perform construction and maintenance work on
buildings and facilities as assigned.
Excavate and shore trenches; backfill; cut; patch, repair and resurface streets;
clean work sites; adjust valve cans to grade; install and remove concrete and
asphalt on streets, curbs, gutters, sidewalks and other public facilities as
required.
Clear brush; trim, remove or plant trees and shrubs, perform weed abatement;
perform general grounds maintenance work, including irrigation repair.
Observe safe work methods and safety practices related to the work; cone and
flag worksites to secure from traffic; use appropriate safety equipment.
Inspect vehicles and perform minor maintenance; report the need for major
repairs and service; fuel and lubricate vehicles and related equipment.
Operate assigned vehicles skillfully and safely; observe safe driving practices.
Read and interpret maps, plans, blueprints and specifications.
Complete basic records related to work performed.
May assist in training other staff; may act in a lead capacity on specific jobs.
Respond to emergency calls, including working varying hours, weekends,
holidays, days off and perform stand-by duty as required.

proficiency at the journey level through certification and training.
Utilitv Worker 111: In addition to the above, three years of journey level
experience in construction and maintenance work comparable to the Utility
Worker I1 level and demonstrated skill and certification in the operation and
maintenance of heavy construction equipment.
SPECIAL REQUIREMENTS:
Must possess a valid California Class C driver’s license at the Utility Worker I
level; and obtain the Class B license with tanker endorsement within the first
year of employment. California Class B with tanker endorsement driver’s
license at the I1 level; and Class A driver’s license at the I11 level.
Possession of an American Water Works Association (AWWA) Grade I Water
Distribution Operator’s certificate and a California Water Environment
Association (CWEA) Grade I Collection System Maintenance certificate are
desirable at the I and I1 levels and required at the I11 level.
May be required to use respirators which prohibit full beards and facial hair
that may interfere with a proper respirator fit.
PHYSICAL REQUIREMENTS AND ENVIRONMENTAL SETTING:
Must possess sufficient strength and stamina to lift, carry and manipulate

maintenance, and repair of the sanitation pump stations and related facilities. Usually works directly with a journey or lead level worker.
Sanitation Svstems ODerator 11: is the journey level in this series. Incumbents perform a full range of operation, maintenance, and repair of the sanitation pump stations and related facilities. The next higher level performs on-going lead responsibility for the work of the sanitation crew.
Sanitation Systems ODerator III: is the lead level in this class series, assisting in providing direction to crew(& performing a variety of the most responsible and skilled maintenance assignments. This level is distinguished from the Sanitation Systems Supervisor who is responsible for the sanitation operations and is classified as a management level position.

DEPARTMENT:
BASIC FUNCTION:
Under general supervision, to perform varied water conservation duties including developing, implementing, and monitoring specific water conservation programs; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS:
The Water Conservation Specialist is responsible for conducting water audits for commercial and residential customers and for providing services to businesses and the public relative to the promotion of City's conservation programs.
KEY RESPONSIBILITIES:
Perform indoor and outdoor water use audits for commercial, industrial, institutional, agricultural and residential users.
Analyze water audit results and make recommendations on behavioral and/or mechanical changes in order to achieve water savings and water use
efficiency.

SPECIAL REQUIREMENTS:
Possession of or ability to obtain an appropriate California driver's license, and a satisfactory driving record. May be required to work after hours and weekends as needed.
PHYSICAL REQUIREMENTS AND ENVIRONMENTAL SETTING:
Work is typically performed under normal office conditions. Assignments may include travelling to residential and commercial customers' homes and businesses to perform water audits. Incumbents will inspect both indoor
and outdoor premises requiring access to a variety of homes, buildings, turf and landscaped areas. Employees may be exposed to outdoor weather conditions including extreme heat and cold, wet and humid conditions, fumes or airborne particles.

Under general supervision, to receive, store and issue material, supplies, tools and equipment; to maintain computerized inventory control systems; to coordinate safety program: and to perform related work as assigned.
DISTINGUISHING CHARACTERISTICS:
This single position classification is responsible for the full range of storekeeping duties, as well as serving as the department's safety coordinator, This class is distinguished from the Storekeeper in Purchasing where the scope and complexity of inventory is limited.
KEY RESPONSIBILITIES:
Receive and unpack materials, supplies, parts and equipment, venfylng articles received against packing lists and purchase orders: store materials received or deliver to the proper person or unit; issue supplies, tools and materials to field staff, assembling materials from requisitions submitted: tag equipment for fured asset inventory.
Order materials and supplies according to established limits and nonstock items as requested; prepare purchase requisitions or materials requests,
including stock or part numbers and prices, if applicable.
Work with operating staff to determine needs; work directly with vendors to determine stock availability and to acquire needed supplies and services in emergency or high-priority situations or under contract authorization.
Maintain accurate records and files, including manual and computerized inventory control systems; update a catalogue of items stored.
Use material handling equipment to arrange and store materials; maintain yard and storage area in a clean and orderly condition.
Perform minor maintenance upon tools, equipment and facilities as assigned.
Inventory stock as scheduled or required: conduct annual fiscal inventory.

Coordinate and implement the occupational health and safety program: survey facilities, properties, equipment and work sites for compliance with regulations.

Monitor the storage and disposal of hazardous materials: maintain Material Safety Data Sheet (MSDS) records and related reports and files.
Monitor changes in safety regulations and advances in safety equipment and supplies for recommendations to the Superintendents: provide input in the implementation of the changes to meet Federal/State/City requirements.
Repair, rebuild and maintain a variety of valves, pumps, tools and equipment: assist in vehicle preventive maintenance; perform incidental facilities maintenance work.
