A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING THE SECRETARY TO THE
CITY COUNCIL JOB CLASSIFICATION AND AMENDING THE
MANAGEMENT SALARY SCHEDULE.
WHEREAS, the City Manager recommends and the City Council concurs, that it
is desirable and necessary to adopt the revised job classification of Secretary to the City
Council replacing the classification of Executive Assistant; and,
WHEREAS, the City Manager recommends and the City Council concurs, that
the Secretary to the City Council be placed on the Management Salary Schedule at the
biweekly salary range of $1,321 - $1,686; and,
WHEREAS, the City Manager recommends and the City Council concurs, that
the funding of the position of Executive Assistant be converted to the revised
classification of Secretary to the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

That the above recitations are true and correct.
That the City Council authorizes and directs the City Manager to replace
the classification of Executive Assistant by adopting the classification of Secretary to the
City Council as described in Attachment A, attached hereto and made a part thereof.

3. That the City Council authorizes and directs the City Manager to amend the
Management Salary Schedule to include the Secretary to the City Council at the biweekly
salary range of $1,32 1 - $1,686 as shown in Attachment B, attached hereto and made a
partthereof.
4. That the City Council authorizes and directs the City Manager to convert the
funding of the Executive Assistant in the City Council budget to Secretary to the City
Council.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad
City Council held on the 19th day of NOVEMBER, 1996, by the following vote, to wit:

JOB DESCRIPTION
JOB TITLE
DEPARTMENT: CITY COUNCIL
BASIC FUNCTION:
Under general direction, to perform responsible and confidential
executive secretarial and staff assistance duties for the Mayor, City
Council members and City Manager’s office; and to do related work as
assigned.
DISTINGUISHING CHARACTERISTICS:
This position is unique in that it reports to the mayor and four City
Council members who are elected officials that serve in a wide variety of
functional areas including involvement with regional committees,
interacting with federal, state and county public officials and numerous
agencies, foreign entities, the media, as well as the general public. This
position handles many sensitive issues, requiring a high degree of
specialized knowledge of protocols, and a thorough familiarity with the
City’s functions, staff and activities. This position differs from the
Secretary to the City Attorney or City Manager in that the interaction is
more external to the organization and more diverse and constantly
changing because of the City Council’s involvement in a variety of issues.
KEY RESPONSIBILITIES:
Prepare a variety of materials for the City Council, including typing and
gathering information for correspondence, reports, resolutions,
proclamations, agreements, and other documents.
Answer, screen and respond to telephone callers for the City Council and
the City Manager’s office, exercising considerable independent judgment
in giving out information and referring to proper party.

Receive visitors; schedule appointments; coordinate and maintain
appointment calendars for the Mayor and members of the and City
Council.
Make travel and meeting arrangements for the City Council, City
Manager’s office and staff.
Assist in the preparation of agenda materials.
Coordinate award and recognition programs for board groups, citizen
volunteers, and community organizations.
Coordinate activities such as special events, dedications, and displays
with other city departments and other public or private agencies.
Gather information and compose correspondence in reply to various
requests, inquiries and questionnaires; and/ or transcribe letters, reports
and memoranda.
Assist in the preparation of the budget and monitor budget accounts.
Maintain a filing and recall system for the City Council, City Manager’s
office and staff.
Operate a variety of office equipment and order office supplies as
necessary.
Supervise, assign, train and evaluate staff as necessary.
QUALIFICATIONS:
Knowledge of:
Functions and organization of municipal government, including the roles
and responsibilities in the organization.
City of Carlsbad internal organization, services, staff and activities.
Modern office practices and procedures including business
correspondence, filing and standard office equipment operation.
Correct English usage, spelling and punctuation.

Software applications, e.g. , word processing, spreadsheet or database
programs on microcomputer systems as required.
Ability to:
Perform difficult and responsible secretarial and staff work.
Exercise good judgment and make sound decisions in accordance with
established procedures and policies.
Establish and maintain cooperative relationships with those contacted in
the course of work.
Plan, organize and coordinate special events and programs.
Take notes at meetings and conferences or otherwise provide for the
recording of proceedings and prepare clear and concise reports.
Prepare reports and compose correspondence independently.
Communicate clearly and concisely, orally and in writing.
Transcribe from notes or tape recordings.
Type accurately at a net corrected speed of 60 words per minute.
Maintain confidentiality of sensitive materials as necessary.
Supervise, train and evaluate assigned staff.
EDUCATION AND EXPERIENCE
Any combination equivalent to the education and experience that could
likely provide the required knowledge and abilities is qualifying. A typical
background would include:
Equivalent to completion of the twelfth grade, including or
supplemented by specialized secretarial or business training, AND
Five years of increasingly responsible clerical and executive level
secretarial experience, involving frequent contact with the public.

SPECIAL REQUIREMENTS:
Possession of or ability to obtain a valid California driver’s license may be
required.
Attendance at periodic evening meetings or travel within City boundaries
to attend meetings may be required.
PHYSICAL REQUIREMENTS AND ENVIRONMENT:
This position is typically situated in a standard office environment
resulting in little exposure to the weather and requiring no unusual
physical abilities. Occasionally will be required to drive and attend off-
site and evening meetings as necessary.
