CITY COUNCIL RESOLUTION NO. 97-689
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING A REQUEST BY TRC
DEVELOPMENT COWORATION TO PURCHASE 2.55
AFFORDABLE HOUSING CREDITS IN THE VILLA LOMA
HOUSING PROJECT IN ORDER TO SATISFY THE
AFFORDABLE HOUSING OBLIGATION OF THE MAR VISTA
AT LA COSTA PROJECT UNDER THE CITY'S
I INCLUSIONARY HOUSING ORDINANCE.

WHEREAS, TRC Development has received approval of Tentative Map CT 97-0::
10 PUD 97-05 for the development of a 17 unit residential development;
11 WHEREAS, TRC Development has received a recommendation of approval fion
Housing Commission that the City Council approve the purchase of 2.55 affordable hol l2
Tentative Map CT 97-08 and PUD 97-05; 13
credits in the Villa Lorna housing project to satisfy the inclusionary housing requireme

WHEREAS, the City Council did hold a public meeting to consider said request fo
purchase of Affordable Housing Credits by TRC Development;
WHEREAS, as said public meeting, upon hearing and considering all testimony, if
of all persons designing to be heard, said Council considered all factors relating to the applici
and request to purchase Affordable Housing Credits: ,
18 NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the
of Carlsbad, California, as follows:

1. That the above recitations are true and correct.
2. The project is consistent with the goals and objectives of the City of Carlsb
Housing Element and Comprehensive Housing Affordability Strategy,
Inclusionary Housing Ordinance, and the Carlsbad General Plan.
3. Based upon the analysis contained within the City Council Staff Report and Hou
Commission Staff Report, the City Council finds that the off-site satisfaction of
inclusionary housing requirement is in the public interest.

4. That based on the information provided within the City Council Staff Report su
Housing Commission Staff Report and testimony presented during the public mc
of the City Council, the City Council hereby APPROVES a request by
Development Corporation to purchase 2.55 affordable housing credits in the
Loma housing project in order to satisfy the affordable housing obligation of thl
Vista at La Costa project under the city's inclusionary housing ordinance.
5. That the City Council hereby authorizes the City Manager or his designee to ex
the Affordable Housing Agreement in substantially the form presented to the
Council as Exhibit 3 of the Housing Commission Staff Report and to execute
other documents, or take other actions as may be necessary or appropriate to assi
developer in acquiring the Affordable Housing Credits.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Council of the City of Carlsbad, California, held on the 18th day of November ,
by the following vote, to wit:
