A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING DISTRIBUTION OF A REQUEST FOR
PROPOSALS FOR CDBG PROGRAM YEAR 1999-2000; ACCEPTING PUBLIC
COMMENTS AND APPROVING THE 1999-2000 CDBG/HOME FUNDING PLAN
STRATEGY; AND APPROVING THE CDBGMOME APPLICATION REVIEW
PROCESS.
WHEREAS, the City of Carlsbad, California, is entitled to a new allocation of Cor
Development Block Grant (CDBG) funds from the U. S. Department of Housing an(
Development (HLTD) for fiscal year 1999-2000; and,
WHEREAS, on July 17,1996 an agreement between the City and the County of San Di
executed approving the City’s participation in the San Diego Urban County HOME In\
Partnership Consortium, and is, therefore, entitled to an allocation of HOME Investment Par
funds for the fiscal year 1999-2000; and,
10 WHEREAS, the City Council of the City of Carlsbad held a public hearing to cons
distribution of a “Request for Proposals” for Carlsbad’s 1999-2000 CDBG Program and the
11 documents for development and implementation of Carlsbad’s 1999-2000 CDBGmOME Progrm
12 WHEREAS, the City Council has taken all testimony into account.

1. That the above recitations are true and correct. 14
NOW, THEREFORE BE IT HEREBY RESOLVED as follows:

2. That staff of the Housing and Redevelopment Department is authorized to distl
“Request for proposal^'^ for the City of Carlsbad’s 1999-2000 CDBG Program.
3. That the City Council approves the 1999-2000 CDBG/HOME Funding Plan 5
required by federal regulations, for Carlsbad’s CDBG and HOME Program.
