A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING A REQUEST BY
WESTERN PACIFIC HOUSING TO PURCHASE 10.95
AFFORDABLE HOUSING CREDITS IN THE VILLA LOMA
HOUSING PROJECT IN ORDER TO SATISFY THE
AFFORDABLE HOUSING OBLIGATION OF THE WESTERN
PACIFIC HOUSING PROJECT UNDER THE CITY’S
INCLUSIONARY HOUSING ORDINANCE.
APPLICANT: WESTERN PACIFIC HOUSING.
CASE NO: CT 97-15
WHEREAS, Western Pacific Housing has received a Planning Commi
recommendation for approval of Tentative Map CT 97-15 for the development of a 7:
residential development;
WHEREAS, Western Pacific Housing has received a recommendation of apF
from the Housing Commission that the City Council approve the purchase of 10.95 affor
housing credits in the Villa Loma housing project to satis@ the inclusionary ho
requirement of Tentative Map CT 97-1 5;
WHEREAS, the City Council did hold a public meeting to consider said request f;
purchase of Affordable Housing Credits by WESTERN PACIFIC HOUSING ;
WHEREAS, at said public meeting, upon hearing and considering all testimony, i
of all persons desiring to be heard, said Council considered all factors relating t’
application and request to purchase Affordable Housing Credits:
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the (
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. The project is consistent with the goals and objectives of the City of Carl:
Housing Element, the Consolidated Plan, the Inclusionary Housing Ordinanc
the Carlsbad General Plan.
3. Based upon the analysis contained within the City Council Staff Report a
Housing Commission Staff Report dated November 19, 1998, the City C

0 a finds that the off-site satisfaction of the inclusionary housing requirement is ir
public interest.
4. That based on the information provided within the City Council Staff Report
Housing Commission Staff Report and testimony presented during the PI
meeting of the City Council, the City Council hereby APPROVES a reques
Western Pacific Housing to purchase 10.95 affordable housing credits in the '
Loma housing project in order to satisfy the affordable housing obligation o
Western Pacific Housing project under the City's inclusionary housing ordinanc
5. That the City Council hereby authorizes the Community Development Direct1
execute the Affordable Housing Agreement in substantially the form present<
the City Council and to execute such other documents, or take other actions as
be necessary or appropriate to assist the developer in acquiring the Afforc
Housing Credits.
