CITY COUNCIL RESOLUTION NO. 99-85
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, SELECTING SPECIFIC PROJECTS FOR FUNDING UNDER
PROGRAM.
WHEREAS, the City Council of the City of Carlsbad, California, held a public hearing or
2, 1999 to accept comments on the needs of low and moderate income persons and the pr
submitted for funding consideration under the 1999-2000 Community Development Block Grant
Program;
THE 1999-2000 COMMUNITY DEVELOPMENT BLOCK GRANT/HOME
WHEREAS, the City Council considered the CDBG Funding Advisory Com
recommendations for project funding allocations;
WHEREAS, the City Council selected the projects to be included in the City of Carlsbad
2000 Community Development Block Grant/HOME Program; and,
WHEREAS, the City Council has taken all testimony into account.
NOW, THEREFORE BE IT HEREBY RESOLVED as follows:
i 1. That the above recitations are true and correct.
2. That the projects selected at the City Council meeting of March 9, 1999 are hereby a
at the indicated funding levels and specified matching funds requirement for inch
Carlsbad's Annual Consolidated Funding Plan for the 1999-2000 Community Deve
Block Grant/HOME Program.
3. That CDBG funding allocated to public facility and improvement projects be providc
form of a non-interest bearing forgivable loan. The term of the loan shall be a mini
five (5) years. Repayment of any and all of the loan principal will be required if at :
during the term of the loan, the use or planned use of such property changes from
which the acquisition or improvement was made or the property no longer qualifies in
the national objectives established for the CDBG Program. If all requirements of thc
Program are fulfilled upon the expiration of the term of the loan, any and all obliga
repayment are forgiven.
4. That funding for the Brother Benno Foundation will only be provided after a Conditic
Permit is obtained from the City to operate a community service center in Thl
Raymond Moore Hall, located at 3256 Madison Street in Carlsbad.
5. That the City will publish a summary of the proposed projects in a local newspapt
allow a tho (30) day public review and comment period prior to submitting tl:
Consolidated Funding Plan to the U.S. Department of Housing and Urban Develop
approval.

6. That the Housing and Redevelopment Director is authorized to submit the r
application documents, the Annual Consolidated Funding Plan, to the U.S. Departr
Housing and Urban Development for approval upon expiration of the public revic
comment period.

Carlsbad, California, held on the 9 th day of March , 1999, by the following vote, to wit:
