HomeMy WebLinkAbout1999-04-06; City Council; Resolution 99-1120 0 RESOLUTION NO. 99-112 1 2 3 4 5 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING A REQUEST BY CONTINUING LIFE COMMUNITIES LLC., TO PURCHASE 30.2 AFFORDABLE HOUSING CREDITS IN THE VILLA LOMA HOUSING PROJECT IN ORDER TO SATISFY THE AFFORDABLE HOUSING OBLIGATION OF THE LA COSTA GLEN PROJECT UNDER THE CITY'S INCLUSIONARY HOUSING ORDINANCE. APPLICANT: CONTINUING LIFE COMMUNITIES LLC. CASE NO: SDP 98-0 l/CDP 98-04/CUP 98-0 1 7 WHEREAS, Continuing Life Communities, LLC., the developer of the La Costa Gle 8 01), Conditional Use Permit (CUP 98-01) and a Coastal Development Permit (CDP 98-04) within th 9 continuing care retirement community, has made application for a Site Development Plan (SDP 98 ' o 11 City of Carlsbad for the development of a continuing care retirement community; above referenced applications, determined that 171 attached and detached villas within the project ar 1 2 WHEREAS, the Planning Commission, at their meeting of January 6, 1999, in approving th 13 14 15 16 17 18 19 20 residential housing units; WHEREAS, the Housing Commission, at their meeting of February 11, 1999, recommendec that the City Council approve the request by Continuing Life Communities, LLC., to purchase 30.: affordable housing credits in the Villa Loma housing project to satisfy the inclusionary housinl requirement for the development of 171 housing units as permitted by the approval of Sit1 Development Plan 98-01, Coastal Development Permit 98-04 and Conditional Use Permit 98-0 1; WHEREAS, the City Council did hold a public meeting to consider said request for thl 21 22 23 24 purchase of Affordable Housing Credits by Continuing Life Communities, LLC.; WHEFQZAS, at said public meeting, upon hearing and considering all testimony, if any, of a1 persons desiring to be heard, said Council considered all factors relating to the application and reques to purchase Affordable Housing Credits: 25 I/ NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City o 26 27 Carlsbad, California, as follows: 1. The project is consistent with the goals and objectives of the City of Carlsbad’s Housir Element, the Consolidated Plan, the Inclusionary Housing Ordinance, and the Carlsb; General Plan. 3. Based upon the analysis contained within the City Council Staff Report and the HousiI Commission Staff Report dated February 11,1999, the City Council finds that the off-s: satisfaction of the inclusionary housing requirement is in the public interest. 4. That based on the information provided within the City Council Staff Report, the Housir Commission Staff Report and testimony presented during the public meeting of the Ci Council, the City Council hereby APPROVES a request by Continuing Life Communitie LLC., to purchase 30.2 affordable housing credits in the Villa Lorna housing project order to satisfy the affordable housing obligation of the La Costa Glen project under tl City’s inclusionary housing ordinance. 5.
