A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, DECLARING THE CITY'S SUPPORT
OF ENERGY EFFICIENT MATERIALS AND PRACTICES

WHEREAS, over the past six years demand for electricity has grown by 33%, and il 5
WHEREAS, energy use substantially influences our local air quality; and
6 expected that demand for electricity will continue to grow in the near future to support a growi
population and building needs; and 7
WHEREAS, considerable funding is available for local governments for improv 8
residential and commercial energy efficiency standards; and 9
WHEREAS, energy efficient design strategies are one way to enhance our environm(
10 by improving air quality, reducing pollution, and conserving natural resources; and
11
l2 energy efficient strategies into future building practices.
WHEREAS, it is vital for our community to innovate the way we build, and incorpor:
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsb:
14 California, as follows:
15 1. That the above recitations are true and correct.
16 2. That the City of Carlsbad support a commitment to energy efficient residenti
17
promoting, facilitating, and instituting such practices in the community. 18
commercial, and publicly funded building practices, and will provide leadership and guidance
19 3. That the City of Carlsbad supports SDG&E's Residential and Commercial Ni
20 Construction Energy Efficiency Programs as an effective method to help our community meet 1
goals and objectives of the San Diego Regional Energy Plan. 21
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Coun

held on the 2nd day of November , 1999 by the following vote, to wit:
Council Members Lewis, Hall, Finnila, Nygaard and Kulchin
