A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING ADDENDUM NO. 2
TOTHE FINAL ENVIRONMENTAL IMPACT REPORT FOR
RANCHO SANTA FE ROAD REALIGNMENT AND MASS
GRADING. EIR 91-01
WHEREAS, the Planning Director has reviewed Addendum No. 2 to the F
Environmental Impact Report (FEIR) for Rancho Santa Fe Road Realignment and Mass Grac
and recommends that the City Council approve the addendum; and
WHEREAS, The City Council of the City of Carlsbad does hereby find:
I. It has reviewed, analyzed and considered Addendum No. 2 to Final EIR 91-01,
environmental impacts therein identified for this project; the CEQA Findings; the Statement;
the Mitigation Monitoring and Reporting Program (the Program) prior to APPROVING the proj
2. The Addendum No. 2 to Final EIR 91-01, the CEQA Findings, the Program and
Statement have been prepared in accordance with requirements of the California Environme
Quality Act, the State EIR Guidelines and the Environmental Review Procedures of the Cit
Carlsbad; and
3. They reflect the independent judgment of the City Council of the City of Carlsbz
WHEREAS, the City Council of the City of Carlsbad does hereby find that adoption 0:
Addendum to EIR 91-01 is appropriate and in conformance with CEQA in this case beca
some changes or additions to EIR 91-01 are necessary, but none of the conditions describe1

WHEREAS, the City Council hereby finds that the Program is designed to ensure

3 project components and comply with the feasible mitigation measures identified in the Cl
Findings and the Program."
4 WHEREAS, the City Council of the City of Carlsbad does accept as its own, incorpc

and CEQA Guidelines 15091 1 and infeasibility of project alternatives. 7
Findings, including feasibility of mitigation measures pursuant to Public Resources Code 21 6
as if set forth in full herein, and make each and every one of the findings contained in the CI
8 WHEREAS, although certain significant or potentially significant environmental eff
caused by the project will remain, even after the adoption of all feasible mitigation measures

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsr
13 California, as follows:
14 1. That the above recitations are true and correct.
2. That Addendum No. 2 to the Final Environmental Impact Report for Rancho S: 15
Fe Road Realignment and Mass Grading is hereby approved.
16 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Cot
l7 held on the 25th day of April , 2000 by the following vote, to wit:
