A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, FORMING THE CITIZENS
COMMITTEE TO DEVELOP THE CITY OF CARLSBAD
RESIDENTIAL TRAFFIC MANAGEMENT PROGRAM.
WHEREAS, the City Council adopted Resolution No. 2000-95 at their meetinc
March 21,2000 to establish the process for creating the City of Carlsbad Residentia! Tr<
Management Program; and
WHEREAS, the City Council determined that seven Carlsbad residents would
appointed to the citizens committee to address concerns with speeding and excessive tr:
volumes on residential streets and residential collector roads; and
WHEREAS, the Committee is directed to consider all relevant information on reside1
traffic management (traffic calming) in formulating its recommendations to the City Cou
including, but not limited to, current practices, legal and liability issues, aesthetics, neighborh.
compatibility, vehicle access, emergency response times, safety issues, financing, construd
considerations, citizen involvement and to consider all applicable laws; and
WHEREAS, the Committee will develop a written document of traffic calming issc
policies and procedures and provide recommendations to the City Council that formalizes
City of Carlsbad Residential Traffic Management Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsb
California, as follows:
I. That the above recitations are true and correct.
2. There is hereby formed a not-to-exceed seven-person committee of Carlst
residents in accordance with Carlsbad Municipal Code Section 2.06.070.
3. That after careful study, public input and consideration of all relevant i
appropriate information on residential traffic management, the Committee will make its report i
findings to the City Council within twelve months of its formation. After delivering its report E
recommendations, the Committee's work is completed and shall be automatically dissoh
unless another City Council resolution extends it.
4. The meetings of the citizens committee shall be open and public and any pers
may attend. The Committee shall select a chairperson from its members and shall conduct
meetings in general conformance to City Council procedures. It shall allow a reasonable commc
period on each of its meetings for public comment.
