HomeMy WebLinkAbout2003-01-14; City Council; Resolution 2003-0111 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 EXHIBIT 1 RESOLUTION NO. 2003-011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ESTABLISHING NEW MANAGEMENT CLASSIFICATIONS OF COMMUNITY COORDINATOR, CITY COMMUNICATIONS MANAGER, AND ASSOCIATE ANALYST; AND AMENDING THE MANAGMENT SALARY STRUCTURE AND CONFLICT OF INTEREST CODE RESPECTFULLY. WHEREAS, it is recommended that the new management classifications of Community Coordinator, City Communications Manager and Associate Analyst are established to recognize the need for flexible management classifications and enhanced City communications; and, WHEREAS, the data represented by the classification studies warrants the initiation of the management positions Community Coordinator, City Communications Manager and Associate Analyst to meet the requirements of a new flexible management classification and the City’s communication plan; and utilize existing funding allocated FY 02-03. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the classification descriptions of Community Coordinator and City Communications Manager, attached as Exhibits 2 and 3, respectively, to Agenda Bill No. 17,036 , are approved. 3. That the Management Analyst Job Family, including the new Associate Analyst classification, attached as Exhibit 5 to Agenda Bill No. l7 036 , is approved. 4. That the Communication Arts Coordinator and Community Volunteer Coordinator positions are reclassified to Community Coordinator. 5. That the amended Conflict of Interest Code, attached as Exhibit 7 to Agenda Bill No. 17 I 036 , including the Community Coordinator classification as a designated filer in disclosure categories 2,3, and 4, and the Associate Analyst and City Communications Manager classifications as designated filers in disclosure categories 1,2,3, and 4, is approved. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 14th day of JANUARY ,2003, by the following vote, to wit: AYES: Council Members Lewis, Finnila, Kulchin, Hall, Packard NOES: None ABSENT: None ATTEST: n Page 2 of 2 of Resolution No. 2003-011 5 EXHIBIT 2 CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: DEPARTMENT: COMMUNITY COORDINATOR VARIOUS BASIC FUNCTION: Under functional direction, to perform professional, technical and administrative work relating to the coordination of community programs, outreach and enrichment. DISTINGUISHING CHARACTERISTICS: Administration of community programs, outreach and enrichment; includes but is not limited to coordination and administration of special events, grant writing, community outreach, cultural and community enrichment and volunteer programs as well as other related work as required. KEY RESPONSIBILITIES: Assist in the development of goals, objectives, recognition, policies, planning and priorities for community or City programs, outreach and enrichment. Conduct strategic recruiting, marketing, public outreach and training to support community or City programs, outreach and enrichment. Assist in budget preparation, analysis and administration by collecting data necessary to prepare budgets; monitor expenditures within budget limits. Develop relationships that foster participation and partnering with community advisory committees, non-profit groups, agencies, societies or other relevant community groups. Represent the City in the community and at professional conferences, meetings and events as required. Research, prepare, monitor, and evaluate applications for funding assistance in the publidprivate sectors. Supervise and coordinate community and City programs, outreach and enrichment. Work across all City departments to develop opportunities. Prepare complete reports and make presentations related to community and City programs, outreach and enrichment. Community Coordinator, Page 2 of 4 Plan and implement educational/participatory/volunteer programs to stimulate and maintain community participation in City programs. Implement and monitor community and City programs, outreach and enrichment operating policies, procedures, files and records in compliance with federal, state, local laws and regulations. Supervise employees or volunteers; monitor workflow; assign and prioritize work activities; recommend methods and procedures. .Perform other related duties as assigned. EXPERIENCE AND EDUCATION: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Equivalent to a bachelor’s degree and from an accredited college or university with major course work in area of program specialization, public administration, and three years of experience in the development and administration of community or City programs. PHYSICALMENTAL DEMANDS AND ENVIRONMENTAL SETTING: While performing the duties of this class, an employee is regularly required to communicate, in person and by telephone; utilize office equipment. An employee is also required to assimilate written materials relevant to the position. In addition, while performing the duties, employees of this class are regularly required to engage communication skills; interpret financial and statistical data, information and documents; analyze and solve problems; use math and apply mathematical reasoning and abstract statistical concepts; observe and interpret people and situations; learn and apply new information or shlls; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines; and interact with staff, Council members and others encountered in the course of work. Ability to work in a standard office environment with some exposure to the outdoors; ability to travel to different sites and locations; attend evening meetings; work under pressure and potentially stressful situations. This is an at-will Management classification. b Community Coordinator, Page 4 of 4 DATE APPROVED EXHIBIT 3 CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: DEPARTMENT: CITY COMMUNICATIONS MANAGER CITY MANAGER BASIC FUNCTION: Under general direction, to develop, organize and manage the strategic City-wide communications efforts and to identify and assist in the development and dissemination of appropriate communications projects, develops communications strategy, oversees all mediums of City communication, including the use of Cable TV and the information conveyed through the website. DISTINGUISHING CHARACTERISTICS: This is a single incumbent position with a wide scope of responsibilities to manage development of a City-wide communications effort. To encourage positive customer contact, and ensure consistent, credible, and professional communications are continuously developed within the City. This position will report to the Assistant City Manager. KEY RESPONSIBILITIES: Design and coordinate the City’s strategic communications plan. Plan and coordinate the City’s strategic communications efforts, including but not limited to internal and external communications, public presentations, and council meetings. Establish training resources designed to support the communications plan. Facilitate the preparation and dissemination of news releases regarding City events, services and regulations in conjunction with City departments, coordinate media conferences, and arrange media coverage for City special events. Critique and benchmark the development of City communications, which include establishing a theme, working with related departments and mentoring employees and managers in the area of communications. Oversee and develop the production and distribution of a variety of information and marketing materials, such as, the Mayor’s Annual State of the City video, internal and external newsletters, communications provided to new residents and business, and Video Productions. Maintain contacts with the news media to assure accuracy of City information disseminated and identify and correct reporting errors, and act as the media liaison. City Communications Manager, p. 2 Act as a professional resource in the area of special events to City departments to consult, mentor and train in the preparation of special events, such as, dedications, groundbreakings, ribbon cuttings and receptions and prepare Leadership Team or key management or employees for such events. Provide training and coaching to elected officials and staff in communications, presentations, and strategic marketing of City services and programs. Research and prepare analytical reports. Represent the City and Council at various meetings and make presentations to groups as required. Perform other related duties as assigned.
