2003-213 RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING
A CONTRACT FOR THE CONSTRUCTION OF THE TRAFFIC
SIGNAL AT CALLE BARCELONA AND PASEO ALISO,
PROJECT NO. 3894-1 AND APPROPRIATING FUNDS.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable and in the public interest to construct the traffic signal at Calle Barcelona
and Paseo Aliso; and
WHEREAS, five (5) sealed bids were received on June 5, 2003 for the project; and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by T&M
Electric, Inc., in the amount of $1 41,980; and
WHEREAS, additional funds in the amount of $38,074 need to be appropriated in order to
construct the traffic signal at Calle Barcelona and Paseo Aliso, Project No. 3894-1 ; and
WHEREAS, additional funds in the amount of $481,400 need to be appropriated to
complete the traffic signal projects in the 2002103 and 2003104 Capital Improvement Programs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the low bid submitted by T&M Electric, Inc., in the amount of $141,980, is
hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City
for the construction of the traffic signal at Calle Barcelona and Paseo Aliso.
3. That the Finance Director is hereby authorized to appropriate $38,074 from the
General Capital Construction Fund for completion of this project.
4. That the City Manager is hereby authorized to approve construction change orders
up to $42,594 for Project No. 3894-1.

5. That the award of this contract is contingent upon the bidder submitting the lowest
responsive bid executing the required contract and submitting the required bonds and insurance
policies, as described in the contract, within twenty (20) days of adoption of this resolution.
The City Manager may grant reasonable extensions of time.
6. That the Finance Director is hereby authorized to appropriate $356,400 from the
General Capital Construction Fund for the design and construction of the traffic signal projects
approved in the 2002/03 and 2003/04 Capital Improvement Programs.
7. That the Finance Director is hereby authorized to appropriate $125,000 from the
Gas Tax Fund for the design and construction of the traffic signal projects approved in the
2002/03 and 2003/04 Capital Improvement Programs.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 12th day of August , 2003 by the following vote, to wit:
