RESOLUTION NO. 2003-251
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, FINDING THE CITY OF CARLSBAD
TO BE IN CONFORMANCE WITH THE CONGESTION
MANAGEMENT PROGRAM (CMP) IN ACCORDANCE WITH
CALIFORNIA GOVERNMENT CODE SECTION 65089.
WHEREAS, the San Diego Association of Governments ("SANDAG"), acting as the
Congestion Management Agency for San Diego County, adopted the 2002 Congestion
Management Program on January 24,2003; and
WHEREAS, the adopted CMP requires that SANDAG biennially determine that the County
and cities within the County are in conformance with the CMP requirements; and
WHEREAS, the adopted CMP requires each local agency to self-certify that they are
meeting all applicable CMP conformance requirements.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the City of Carlsbad has taken all of the following actions, and that the City of
Carlsbad is in conformance with all applicable requirements of the 2002 CMP.
By December 31, of each odd-numbered year, the City of Carlsbad will
conduct annual traffic counts consistent with the requirements identified in the CMP System
Performance Evaluation Chapter and submit the information to SANDAG.
The City of Carlsbad has locally adopted and continues to implement a land
use analysis program, consistent with the minimum requirements identified in the CMP Land Use
Analysis Program Chapter.
The City of Carlsbad shall participate in the preparation and adoption of
Deficiency Plans where applicable in accordance with the requirements identified in the CMP
Deficiency Plan Chapter.

3. That the City Clerk shall certify to the adoption of this Resolution and shall forward
3 copy of this Resolution to the San Diego Association of Governments.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 23rd dayof SEPTEMBER , 2003 by the following vote, to wit:
