NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. The Maintenance Aide classification, Attachment A, the Public Works Inspector I, II classifications, Attachment B, and the Storekeeper classification, Attachment C, attached hereto and made a part thereof, are hereby approved. That the revised General Employees Salary Schedule in Attachment D reflecting the above changes is hereby approved. 3. WOOD, City Cl&k (SEAL) CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: MAINTENANCE AIDE DEPARTMENT: AS ASSIGNED BASIC FUNCTION: Under general supervision, perform a variety of general labor in the construction, maintenance and repair in area of assignment. DISTINGUISHING CHARACTERISTICS: Maintenance Aide: This is the entry-level class in the maintenance worker series. Positions in this class normally perform general labor activities. Under the training concept, positions assigned as Maintenance Aides will be trained and become competitive for the Maintenance Worker series. KEY RESPONSIBILITIES: Dig trenches; prepare holes for plants, trees, or irrigation installation. Water, mow, weed, trim, renovate, and fertilize grass. Rake leaves, clean walks, fields, courts, and other facilities. Load trimmings on trucks. Spade and otherwise prepare ground around plants and shrubs, including mixing and applying fertilizers. Plant trees, flowers, shrubs and turf. Pick up rubbish and paper and perform general grounds and restroom cleaning. Perform routine cleaning of park buildings and recreation buildings in the park area. Operate basic power equipment and hand tools. Assist in preparation and maintenance of parks, village planters, walkways, beach access and recreational facilities. Expose sprinkler valves, heads and lines. Maintenance Aide, page 2 of 3 Perform routine maintenance and upkeep on swimming pools and water features. Perform routine maintenance of City trails. Perform trash collection service and transport materials as needed. May assist in street maintenance, building maintenance, or other public works projects, as required. OUALIFICATIONS: Maintenance Aide: Knowledge of: Basic methods, tools, materials, and equipment used in maintenance and construction work. Safe work practices. Ability to: Use the hand and light power tools required in general grounds and public works maintenance work. Perform heavy manual labor. Understand and carry out oral and written directions. Establish and maintain cooperative relationships in the course of work. EXPERIENCE AND EDUCATION: Any .combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be six months of experience performing duties comparable to those of a Maintenance Aide. SPECIAL REOUIREMENT: Possession of an appropriate California driver's license. Ability to consistently work weekend schedules. PHYSICAL REQUIREMENTS: Maintenance Worker mark Maintenance Worker 11, page 3 of 3 PHYSICAL REOUIREMENTS AND ENVIRONMENTAL SETTING: Must possess sufficient strength and stamina to lift, carry and manipulate objects weighing up to 75 pounds and to perform sustained heavy physical labor. Must be willing to work outdoors in all weather conditions, to work to knee level in irrigation trenches and with exposure to potentially hazardous conditions. Must be available to work overtime and respond to emergency calls; work vqng hours, including weekends, holidays, days off and perform “stand-by” duty as needed. 7 Attachment B CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: DEPARTMENT: PUBLIC WORKS INSPECTOR I AS ASSIGNED BASIC FUNCTION: Under general supervision, to perform routine inspections of public and private construction projects; or parks, facilities, trails, development and landscape for compliance with approved engineering, recreation or planning standards; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS: The Public Works Inspector I is the entry level class in the inspection series. Positions in the class perform the more routine inspections as incumbents develop inspection techniques, procedures, and record keeping practices. Advancement to the Public Works Inspector I1 class is contingent upon acquiring the knowledge and abilities necessary to perform journey-level inspection effectively. KEY RESPONSIBILITIES: Conduct routine inspections of private and public construction projects and parks facilities, trails development and landscape. Inspect materials and workmanship to ensure compliance with approved plans and specifications or maintenance contract, provisions. Inspect conditions prior to the start of construction, during construction and upon completion. Inspect playground equipment installation and repairs. Check rough and finish grading; installation of sewer, water and storm drain lines, streets, curbs, gutters, and other appurtenances. Inspect form and sub grades prior to asphalt paving and concrete placement. Inspect and monitor irrigation, lighting and other landscape systems. Note deficiencies and issue compliance deficiency notices to contractors requiring modifications to work in progress. , Public Works Inspector I, p. 2 of 4 Review, correct, and ensure completeness of construction and landscape plan submittals and as-built plans. Maintain log books and other records of inspection work. Enforce routine on-site safety requirements. Respond to and resolve citizen complaints. Assist in the development of public works projects and letters of agreement and contracts. Inspect work performed on installations and removals of landscape, hardscape and dated equipment. Determine and execute allowable extensions for contractor projects and maintenance agreements. Authorize and amend contractual work items, including enhancement or refurbishment projects. Monitor chemical application of maintenance contracts for weed abatement, fungal or pest or rodent elimination. Issue monthly contractor ratings and determine need for terminating contracts and contractor ratings; ensure retention of monies for poor contract performance. Instruct, direct, and supervise subordinate staff in the process of contract administration and project management. Other duties as assigned. QUALIFICATIONS: Knowledge of: Construction principles, proper construction techniques and use of materials. Applicable state, federal, and local codes and regulations. Read, interpret and apply contract language as needed for maintenance or Public Works projects. Assist in the development, management and completion of Public Works projects. EXPERIENCE AND EDUCATION: Any Combination equivalent to experience and education that could likely provide the required knowledge and abilities is qu-g. A typical way to obtain the required knowledge and abilities would be: Dependent on area of assignment Two years of public works construction or maintenance work, or sub- professional engineering experience or landscape design or horticultural design or park maintenance. Education and equivalent to completion of the twelfth grade supplemented by specialized training in public works engineering and construction or landscape design or horticultural design or park maintenance. Completion of two years of college-level engineering, . Public . landscape or horticulture or park design courses may substitute for one Works Inspector I, p. 4 of 4 year of experience in applicable area. In addition, while performing the duties, employees of this class are regularly required to engage communication skills; interpret information and documents; analyze and solve problems; use math and apply mathematical reasoning and observe and interpret people’and situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under deadlines; and interact with staff, contractors and others encountered in the course of work. Ability to work in a standard office environment with frequent exposure to the outdoors; and in areas of unstable footing. Attachment B CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE DEPARTMENT: PUBLIC WORKS INSPECTOR II AS ASSIGNED BASIC FUNCTION: Under general supervision, to inspect public and private construction projects; parks, facilities, trails development and landscape for compliance with approved engineering, recreation and or planning standards; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS: Positions in this class may be filled by advancement fiom the lower grade of Public Works Inspector I, or when filled fiom the outside, require prior construction inspection or advanced park or landscape maintenance experience. Work in this class is distinguished from that of Public Works Tnspector I by the greater complexity of the work assignments and greater independence with which an incumbent is expected to work. Incumbents may act as resident inspector on major projects. KEY RESPONSIBILITIES: Conduct routine and complex inspections of private and public construction projects, parks, facilities and trails development and landscape, inspecting materials and worlananship to ensure compliance with approved plans and specifications or maintenance contraction provisions, inspect conditions prior to the start of construction or landscaping, during construction or landscaping, and upon completion. As assigned, act as lead project inspector and assist in administration of contracts for consbxction and landscape mahtenance projects; negotiate and submit recommended change orders; review and prepare pay estimates. Attachment C CITY OF CARLSBAD CLASS SPECIF'ICATION JOB TITLE: STORE WEPER DEPARTMENT: AS ASSIGNED BASIC FUNCTION: Under general direction, coordinates and supports operations of stores facility; including ordering and receiving stores, maintaining inventory and surplus disposal. f(EY RESPONSIBILITIES: Generate and maintain operational inventory and distribution. Conduct inventory and audit procedures to measure utilization, inventory costs and loss of materials at central warehouse and or alternate sites. Ensure proper ordering procedures and authorizations are issued prior to issuing of stores. Track or access purchase orders as needed. Coordinate central receiving, including delivery and pickup services for stores and warehouse items and city mail distribution. Perform manual and clerical warehouse duties such as unpacking material, arranghg material and assigning stock numbers. Process stores orders using computer inventory program. Maintain central stores transaction records, such as requisitions, invoices and charge- backs. Take physical inventory, reconcile to database, and order items from suppliers to maintain appropriate par stock levels. Obtain price quotes from vendors on stock items and maintenance/operation supplies. Tag, store and prepare electronic log of surplus property for sale. Coordinate with buyers to research and recommend vendors to customers. Maintain tables in inventory database and perform annual upgrades to inventory software.
