HomeMy WebLinkAbout2005-12-06; City Council; Resolution 2005-3461 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 2% RESOLUTION NO. 2005-346 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REVISING VARIOUS POLICE DEPARTMENT CLASSIFICATIONS, DELETING ONE CLASSIFICATION AND AMENDING THE POLICE DEPARTMENT SALARY SCHEDULE WHEREAS, the Police Department requires reorganizing their staff functions and job responsibilities in order to increase the efficiency of service delivery, provide greater flexibility in staffing and enhance productivity; and WHEREAS, it is desirable to revise current classifications, reclassify positions, and delete one classification to meet the above objectives for a more effective operation; and WHEREAS, it is desirable to revise and retitle classifications in order to reflect current Department practice; and WHEREAS, the City has met and conferred with the Carlsbad Police Officers’ Association regarding the impacts of these recommended changes to their members. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the City Council authorizes the reclassification of Community Service Officer lTI positions to Community Service Officer II positions and the deletion of the Community Service Officer ID positions and adopts the revised classification specification as described in Attachment A attached to and incorporated into this resolution. 3. That the City Council approves of deleting the previous classification for Communications Supervisor. 5. That the City Council adopts the revised classification of Senior Police Officer as described in Attachment C attached to and incorporated into this resolution and approves of changing the classification title to Police Corporal. 6. That the City Council adopts the revised classifications of Police Sergeant and Police Officer as described in Attachments D and E attached to and incorporated into this resolution. 7. That the City Council authorizes the amendment of the Carlsbad Police Officers’ Association Salary Schedule to reflect the above changes. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 6th day of December , 2005, by the following vote, to wit: AYES: Council Members Lewis, Hall, Kulchin, Packard, Sigafoose NOES: None ABSENT: None ATTEST: ATTACHMENT A CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: COMMUNITY SERVICE OFFICER I /I1 DEPARTMENT: POLICE BASIC FUNCTION: Under direct supervision, performs a variety of routine community service, paraprofessional and technical duties in support of police functions in assigned divisions of the Police Department; and performs other related work. DISTINGUISHING CHARACTERISTICS: Community Service Officer I: This is an entry level class in the Community Service Officer series and employees assigned to this class normally have little experience involving police work. Community Service Officer I will be exposed to a variety of assignments and cross-trainings with the intention that the position is normally considered to be in a training status to develop skills, abilities and responsibilities of the next level in this series. Within one year from date of hire, employee incumbents in the Community Service Officer I class assist in a variety of non-sworn responsibilities supporting law enforcement functions that are limited to duties of a routine nature, such as clerical duties and occasional field work. Community Services Officer 11: Performs more difficult journey-level duties working independently and utilizing discretion in their job duties. Focuses on police support and specialized tasks in critical or sensitive functional areas, such as assisting in investigations, maintaining evidence, chain of custody, or crime scene evidence collections, enhancing safety in parks and waterways, and coordinating special projects and or events that impact the department and community. Advancement to this level requires demonstrated competencies. KEY RESPONSIBILITIES: Receives and responds to citizen inquiries and requests for police services in person and by telephone; Handles calls and communicates with the public; Answers telephones, directs calls to appropriate divisional areas, and serves as a receptionist; Photographs and fingerprints individuals; Performs clerical tasks related to assignments; Community Service Officer I, Page 2 of 6 Maintains a variety of statistics, police files and logs; Coordinates and conducts police facility tours; Conducts research and compiles information to support law enforcement functions; Performs delivery and pick-up of: materials for court processing, police vehicles and equipment for service or repair, and department supplies as assigned; Assists in the maintenance and deposition of stolen or lostlfound property; Community Services Officer I1 Enforces vehicle enforcement program, including but not limited to the tasks of marking, citing, tagging and removing vehicles from City streets; issuing parking citations, administering the DUI cost recovery program, and signing off on mechanical citations; Takes traffic accident reports and performs traffic control at accident scenes; Assists in administering the department's designated programs, such as domestic violence, juvenile diversion, child abuse, property and evidence, crime prevention, lagoon and park patrol, special events coordination and traffic; Searches for lost children and evidence; Collects, preserves and transports physical evidence from crime scene investigations, including but not limited to, latent fingerprints, trace evidence, serological evidence, narcotics, firearms and tool marks; documents crime scenes using cameras and a variety of different photogenic films and techniques; Maintains a variety of statistics, police files and logs, including utilizing automated record keeping systems and accessing database information, such as in ARJIS; Takes crime reports; Prepares a variety of written correspondence, reports, newsletters, pamphlets and other information materials as requested; Assists with special projects and assignments; Processes fingerprints using the CAL ID system (Automated California Fingerprint Identification System); performs examinations on items of evidence both in the field and in the laboratory for latent fingerprints using a combination of laser techniques, print powders and chemicals; Community Service Officer I, Page 3 of 6 Assists in training staff as assigned; Assists the District Attorney's Office and probation officers in presentation of cases and court exhibits; testifies in court as required; Coordinates special Police Department functions, community projects, etc; Assists with administering department volunteer programs, neighborhood watch and other crime prevention programs; participates in presentations, schedules activities, serves as a liaison to participating agencies and groups, and prepares related informational materials; conducts security inspections of commercial and residential buildings; administers alarm ordinance and invoices for false alarms; Performs lagoon and park patrol enforcement activities, including but not limited to, patrolling by boat, vehicle, bicycle or on foot, enforcing lagoon use regulations, issuing citations, investigating water accidents, patrolling parks and open areas and assisting in environmental efforts, performing safety rescue and first aid if necessary, assisting with disabled boats or minor accidents, and promoting safe recreation; Enforces municipal code, vehicle code and penal code and issues citations as necessary; Represents City interests in negotiations with special events promoters/applicants; administers permits for special event activities; Works closely with various community organizations, neighborhoods and all areas affected by a special event; administers and monitors Special Event Program budget and expenditures; acts as chairperson for the City Special Events Committee; performs any of the duties listed in the Community Service Officer I and I1 job descriptions or other duties as assigned; Interviews victims and witnesses, screens and follows-up on investigations; refers victims to the appropriate community resources, provides information to the community regarding special events; Performs other related duties as assigned. Community Services Officer I1 (In addition to the Community Services Officer I qualifications and dependent on assignment) Knowledge of: Basic law enforcement organization, activities, terminology, practices and regulations; Laws, policies, regulations, codes and guidelines related to the job area assigned; General office practices, including operation of standard office equipment and computer terminals; General procedures and techniques of evidence collection and preservation, including fingerprint classifications; Record keeping principles and practices; Basic interviewing methods and principles; Traffic accident investigation techniques; Basic investigative techniques; Various computer systems necessary to support administrative or clerical work or investigative techniques; Budget administration; Community Service Officer I, Page 5 of 6 Safe work methods and safety regulations pertaining to the work. Ability to: Interpret, apply and explain a variety of ordinances, rules and regulations; Ensure effective community relations through various communication processes including but not limited to negotiation and mediation techniques; Understand and follow written and oral instructions; Exercise sound independent judgment within general procedural and legal guidelines; Analyze situations and take effective action; Write clear and accurate reports; Perform routine clerical tasks; Learn methods and techniques related to basic police functions; Deal tactfully and courteously with employees and the public; Operate computer terminal keyboards to enter and query information; Prepare, maintain, file and index a variety of reports, records and other written materials; Render aid to persons in need; Independently initiate and coordinate special events and or special projects of a complex nature; Chair and run meetings. EDUCATION AND EXPERIENCE: Community Services Officer I Any combination equivalent to the education and experience that could likely provide the required knowledge and abilities is qualifying. A typical background may include: Equivalent to graduation from high school and one year of full-time responsible public contact experience. Familiarity of law enforcement functions is desirable. Community Service Officer I, Page 6 of 6 Community Services Officer I1 (In addition to the Community Services Officer I qualifications) One year of responsible experience including substantial public contact related to public safety or experience at a level equivalent to the Community Service Officer I. Additional vocational and/or college level coursework in criminal justice are desirable. SPECIAL REQUIREMENTS: Possession of a valid California Drivers’ License. Must pass a detailed background investigation which may include a psychological evaluation. Must be willing to work overtime, rotating evening, night, weekend and holiday shifts. PHYSICAL AND ENVIRONMENTAL CONDITIONS: Depending on the essential duties of the assignment, the physical and mental requirements and environment may vary. While performing the duties of this class, an employee is regularly required to sit; communicate in person and by telephone; operate standard office equipment and reach with hands and arms in the course of gathering evidence, assisting injured citizens, set-up or operation of special events, operating a vehicle, bicycle or boat. An employee is frequently required to walk or stand during the performance of patrols, special event preparation, or processing evidence. Specific vision abilities required by this job include close vision and the ability to adjust focus; ability to view specimens through a microscope and to read and operate office and computer equipment as necessary during the course of the work assignments. While performing the duties, employees of this class are regularly required to use written and oral communication skills; read information and documents; observe and interpret people and situations; learn and apply new information or skills; perform detailed work; and interact with staff and others encountered in the course of work. Incumbents may need to travel to various city locations or to off-site meetings as necessary and as the assignment demands. Park and lagoon patrol will also require operating a vehicle, driving a boat, riding a bicycle or frequent walking for long durations. In emergency situations it may be necessary to have the capability to lift or drag a human being. Incumbents must successfully complete psychological assessment and or polygraph examination or other testing deemed appropriate to carry out the responsibilities of the position. DATE APPROVED: ATTACHMENT B CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: DEPARTMENT: COMMUNICATIONS SUPERVISOR POLICE BASIC FUNCTION: Under general supervision, to assume shift responsibility in police and fire safety communications services; perform a variety of administrative and emergency tasks in support of the police and fire department operations; and perform other related work as assigned. DISTINGUISHING CHARACTERISTICS: Communications Supervisor is a non-sworn classification responsible for providing direction to subordinate personnel in police and fire dispatch activities on each shift. The position performs Computer Aided Dispatch (C.A.D.) system backup procedures and operates the system to produce reports as required. This level is distinguished from the Communications Manager who is responsible for the operation and supervision of police and fire dispatch activities on all shifts. KEY RESPONSIBILITIES: Conduct supervisory activities involving the dispatch of routine and emergency services, such as in ambulance, tow trucks and paramedic services for a shift operation; Provide instructions to subordinates and answer questions; assist in coordinating scheduling and completion of work unit projects; inspect work for accuracy and completeness; evaluate work techniques and methods for conformance to established work standards and report to Communications Supervisor as necessary; Respond to inquiries from the public and other departmental or City employees; provide explanation of work unit technical processes and functions requiring an understanding of policies and procedures; advise the Watch Commander of pertinent incoming information and potential operating problems; Conduct training, or supervise such activity; assist in preparing and maintaining the Dispatch Training Manual; advise and otherwise provide assistance and training to other department personnel regarding communications services and equipment operation; Participate in the development of, and implement policies and procedures relating to safety communications services; assist in preparing and maintaining operations manuals and initiatives related to the Dispatch Center; Communications Supervisor, Page 2 of 4 Prepare tape recordings as requested of radio and telephone communications for use as court evidence, in response to subpoenas, for training, or for other authorized purposes; Enter and update emergency, caution and related files into the computer system; Requisition supplies and other materials as needed; maintain an inventory of supplies for the Dispatch Center; Supervise, train and evaluate assigned staff; Represent the department in relations with professional associations, other agencies and organizations; Perform other related duties as assigned. REPORTING RELATIONSHIP: This position reports to the Communications Manager OU ALIFI CAT1 ON S : Knowledge of: Organization and functions of municipal law enforcement and fire departments; Operational principles and practices of a police and fire radio-telephone emergency communications and dispatching system, including emergency (9 1 1) system operation; Geography of the City of Carlsbad and environs; Appropriate agencies for handling of public safety complaints/problems/emergencies; General office and administrative practices and procedures, including rules and procedures involved in release and maintenance of police records and files; English usage, spelling, punctuation, and grammar; Practices of supervision and training. Abilitv to: Communicate with the public and quickly identify the emergency dispatch needs; Handle multiple situations on a simultaneous basis; Communications Supervisor, Page 3 of 4 Exercise sound judgment in making priority decisions; Remain calm in emergency situations; Read, interpret and communicate map information accurately; Plan, schedule and coordinate the work of assigned personnel; Work effectively without direct supervision; Communicate effectively in written and oral form; Develop and maintain effective working relationships with those contacted in the course of work. EXPERIENCE AND EDUCATION: Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge, skill and ability would be: Two years of experience involving the operation of an emergency law enforcement and/or fire dispatch system, comparable to Communications Operator I1 at the City of Carlsbad. SPECIAL REQUIREMENTS: Must possess a Police Officer Standards of Training (P.O.S.T.) Basic Dispatch Course Certificate. Experience in Computer Aided Dispatch (CAD) system is required. Dispatch operations run on a 24-hour per day, seven day a week schedule. Incumbents will be subject to rotating shifts and varying schedules to meet the needs of the operation. PHYSICAL REQUIREMENTS AND ENVIRONMENTAL SETTING Positions in this class are typically situated in an office environment (Police Communication Center) resulting in little exposure to the weather. The working environment may range from periods of high volume emergency and life-threatening calls for service to periods of little activity. The position is subject to stressful time-pressure situations and occasional boredom. Persons in this position must be able to do the following: sit for prolonged periods of time; hear and transmit radio transmissions and instructions; see and read an activity screen, use a Communications Supervisor, Page 4 of 4 keyboard; and wear headsets for prolonged periods of time. Persons in this position may occasionally drive to meetings or to deliver materials to other locations as necessary. DATE APPROVED: ATTACHMENT C CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: DEPARTMENT: POLICE CORPORAL POLICE BASIC FUNCTION: Under general supervision, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; to perform investigative work; and to do other related work as assigned, including to have responsible charge of police field and investigative duties. KEY RESPONSIBILITIES: As a police corporal, patrol the city, answer calls for the protection of life and property, participate in all normal patrol activities, including enforcement of City, County, and State laws; conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, robberies, vehicle accidents, deaths, and other criminal incidents; Maintain discipline and ensure that Department and City rules and policies are followed; Make arrests as necessary: interview victims, complainants, and witnesses; interrogate suspects; gather and preserve evidence; testify and present evidence in court; Administer first aid when necessary and conduct in-service training; Contact and cooperate with other law enforcement agencies in matters relating to the investigation of crimes in the apprehension of offenders; Assist officers in preparing reports in cases for trial and personally appear in court to present evidence and testimony, as necessary; Prepare reports, conduct investigations, and observe unusual incidents; Assist officers with follow-up investigations and personally participate in investigations, including all routine gathering of evidence, questioning of witnesses and apprehension of suspects; Serve warrants and subpoenas; Review reports submitted by officers, make recommendations and suggestions for correction and improvement; Police Corporal, Page 2 of 3 Stop drivers operating vehicles in violation of laws; warn drivers against unlawful practices; issue citations; Check buildings for physical security; receive, search, book, fingerprint, and transport prisoners; direct traffic at fires, special events, and other emergencies or congested situations; As assigned, participate as an investigative officer in adult and juvenile, misdemeanor and felony investigative work; Confer with prosecutors and maintain contact with other law enforcement agencies; Maintain contact with citizens regarding potential law enforcement problems and preserve good relationships with the general public; Serve as acting police sergeant when necessary; Perform other related duties as assigned. ATTACHMENT D CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: POLICE SERGEANT DEPARTMENT: POLICE BASIC FUNCTION: Under direction, have responsible charge of police field or office operations on an assigned shift, division or special assignment; supervise and personally perform investigative duties; and do other related work as assigned. KEY RESPONSIBILITIES: As a police sergeant, supervise the patrol, traffic, investigative and communications activities during an assigned shift; Maintain discipline and ensure that Department and City rules and policies are followed; As assigned, plan, supervise and participate as an investigative supervisor in adult and juvenile investigative work. Participate in all normal patrol activities, including enforcing local and state laws, issuing citations, making arrests, administering first aid and transporting prisoners; Assist officers with follow-up investigations and personally participate in investigations, including all routine gathering of evidence, questioning of witnesses and apprehension of suspects; Assist officers in preparing reports in cases for trial and personally appear in court to present evidence and testimony; Prepare duty rosters and assign personnel to various work assignments, shifts and places of work; Serve warrants and subpoenas; Confer with prosecutors and maintain contact with other law enforcement agencies; Review reports submitted by officers; conduct in-service training; prepare reports of shift activity; Review all reports and make recommendations and suggestions to officers for correction and improvement; Police Sergeant, page 2 of 3 Interview victims, complainants, witnesses and suspects; prepare investigation reports; testify and present evidence in court; Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders; Analyze data concerning Departmental activities and prepare reports and statistics; Assist in budget preparation and administration; Supervise, train and evaluate assigned staff; Serve as acting police lieutenant or police captain when necessary; Perform other related duties as assigned. ATTACHMENT E CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: POLICE OFFICER DEPARTMENT: POLICE BASIC FUNCTION: Under general supervision, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; to perform investigative work; and to do related work as assigned. KEY RESPONSIBILITIES: Patrol City in radio car or on foot; answer calls for the protection of Life and property, and the enforcement of City, county, and state laws; may conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, holdups, vehicle accidents, death, and other criminal incidents; Make arrests as necessary; interview victims, complainants, and witnesses; interrogate suspects; gather and preserve evidence; testify and present evidence in court; Contact and cooperate with other law enforcement agencies in matters relating to the Investigation of crimes and the apprehension of offenders; Prepare reports of arrests made, investigations conducted, and unusual incidents observed; Serve warrants and subpoenas; While on patrol, stop drivers who are operating vehicles in violation of laws; warn drivers against unlawful practices; issue citations and make arrests as necessary; check buildings for physical security; receive, search, book, fingerprint, and transport prisoners; direct traffic at fire, special events, and other emergency or congested situations; Administer first aid in emergency situations; As assigned by the Police Chief, participate as an investigative officer in a comprehensive program involving Juvenile delinquency and the investigation of alternative methods for handling Juveniles in the criminal Justice system; Maintain contact with citizens regarding potential law enforcement problems and preserve good relationships with the general public; Police Officer, page 2 of 2 QUALIFICATIONS: Abilitv to: Observe accurately and remember names, faces, numbers, incidents and places; Use and care for firearms; Think and act quickly in emergencies and judge situations and people accurately; Learn, understand, and interpret laws and regulations; Prepare accurate and grammatically correct written reports; Learn standard broadcasting procedures of a police radio system; Establish and maintain cooperative working relationships with those contacted in the course of work; Understand and carry out oral and written directions; Meet standards of physical stature, endurance, and agility established by the City. EXPERIENCE AND EDUCATION: Any combination equivalent to experience and education that could likely provide the required abilities is qualifying. A typical way to obtain these abilities would be graduation from high school or equivalent. SPECIAL REQUIREMENT: Must meet the standards established for peace officers as defined by California Government Code Section 103 1. Possess an appropriate California Driver's License. Obtain a Peace Officers Standards and Training Basic Certificate. As a condition of continued employment shall satisfactorily complete an annual physical fitness program which will include physical agility and medical testing authorized by the City Council and prescribed by the City Manager. 2s
