2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, PROVIDING FOR THE FILING
3 OF REBUTTAL ARGUMENTS FOR MEASURES
SUBMITTED AT NOVEMBER 7, 2006 MUNICIPAL
ELECTION. _

WHEREAS, Section 9220 of the Elections Code of the State of California authorizes the
6
City Council, by majority vote, to adopt provisions to provide for the filing of rebuttal arguments
7
for measures submitted at municipal elections;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
9
California, as follows:

1 . That the above recitations are true and correct.

2. That pursuant to Section 9220 of the Elections Code of the State of California,
12
rebuttal arguments, not to exceed 250 words, shall be filed with the City Clerk, signed, with the
13
printed name(s) and signature(s) of the person(s) submitting it, or if submitted on behalf of an
14
organization, the name of the organization, and the printed name and signature of at least one
15
of its principal officers, not more than 10 days after the final date for filing direct arguments.
16
Rebuttal arguments are due by 5:00 p.m. on August 31 , 2006, as fixed by the City Clerk.

Rebuttal arguments shall be printed in the same manner as the direct arguments. Each
18
rebuttal argument shall immediately follow the direct argument which it seeks to rebut.
19
3. That the provisions listed above shall apply only to the election to be held on
20
November 7, 2006.

4. That the City Clerk shall certify to the passage and adoption of this Resolution.22

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 25th day of July, 2006, by the following vote:
AYES: Council Members Lewis, Hall, Kulchin, Packard, Sigafoose
