2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING THE NATIONAL
3 INCIDENT MANAGEMENT SYSTEM (NIMS) AS THE
4 CITY'S EMERGENCY MANAGEMENT STANDARD
5 WHEREAS, the President in Homeland Security Directive (HSPD)-5 directed the
6 Secretary of the Department of Homeland Security to develop and administer a National
7 Incident Management System (NIMS), which would provide a consistent nationwide
8 approach for federal, state, local and tribal governments to work together more
9 effectively and efficiently to prevent, prepare for, respond to and recover from domestic
10 incidents, regardless of cause, size or complexity; and
11
WHEREAS, the Governor in Executive Order S-2-05 directed his State Offices of
12
Emergency Management and Homeland Security to implement NIMS and integrate it
into the state's emergency management system; and
15 WHEREAS, the collective input and guidance from all federal, state, local, and
16 tribal homeland security partners has been, and will continue to be, vital to the
17 development, effective implementation and utilization of a comprehensive NIMS; and
18 WHEREAS, it is necessary and desirable that all federal, state, local and tribal
19 emergency agencies and personnel coordinate their efforts to effectively and efficiently
20 provide the highest levels of incident management; and
21
WHEREAS, to facilitate the most efficient and effective incident management it is
22
critical that federal, state, local, and tribal organizations utilize standardized terminology,
23
standardized organizational structures, interoperable communications, consolidated
25 action plans, unified command structures, uniform personnel qualifications standards,
26 uniform standards for planning, training, and exercising, comprehensive resource
27 management, and designated incident facilities during emergencies or disasters; and
28
1 WHEREAS, the NIMS standardized procedures for managing personnel,
2 communications facilities and resources will improve the city's ability to utilize federal
funding to enhance local and state agency readiness, maintain first responder safety,
4 and streamline incident management processes; and
5 WHEREAS, the Incident Command System components of NIMS are already an
6
integral part of various incident management activities throughout the city, including
7
current emergency management training programs; and8
9 WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission)
10 recommended adoption of a standardized Incident Command System;
11 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
12 Carlsbad, California, as follows:
13 1. That the above recitations are true and correct.

2. That the National Incident Management System (NIMS) as set forth is
15
adopted as the City's emergency management standard, found in Department
16
of Homeland Security (DHS), National Incident Management System, March

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 25th day of September, 2007, by the following vote to wit:
AYES: Council Members Lewis, Hall and Packard and Nygaard.
NOES: None.
