1 RESOLUTION NO. 2009-073
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, FOR APPROVAL TO APPLY FOR
3 FEDERAL INFRASTRUCTURE FUNDING FOR BUENA VISTA
FORCE MAIN REPLACEMENT (VC-4), CITY PROJECT NO.
4 5508
5 WHEREAS, California and the nation's economy are in significant recession: and
6 WHEREAS, the American Recovery and Reinvestment Act (ARRA) of 2009 provides
7 federal funding for investment in infrastructure in order to stimulate economic recovery: and
8 WHEREAS, the State Water Resources Control Board (State Water Board) implements
g the disbursement of portions of said federal funds through the Clean Water State Revolving Fund
10 Program; and
11 WHEREAS, the State Water Board, is now accepting applications for the disbursement
.j 2 of federal funds for construction costs of eligible sewer projects; and
.„ WHEREAS, the funding is available as subsidy funds for grants and low interest loans;

WHEREAS, the Engineering staff has determined that Buena Vista Force Main
Replacement (VC-4), Project No. 5508 meets the eligibility requirements for said grants and one

percent interest loans; and
WHEREAS, Engineering staff recommends it would be in the best public interest to
18
apply for the federal funding provided by the ARRA for said project.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
20
California, as follows:

1. That the above recitations are true and correct.
22 2. That the authorization to apply for federal grant or one percent interest loan
23 through a the State Water Resources Control Board for construction costs of Buena Vista Force
24 Main Replacement (VC-4) Project No. 5508 is hereby granted.26 ///

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 14th day of April, 2009, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
ABSENT: None.
