2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA APPROVING OUT OF STATE
3 TRAVEL FOR FIVE CITY EMPLOYEES TO ATTEND FEMA
, TRAINING AND ACCEPTING AND APPROPRIATING
FEDERAL STATE HOMELAND SECURITY GRANT FUNDS
5 TO REIMBURSE MEAL COSTS

7 WHEREAS, the City Council promotes and supports learning opportunities which
8 are of value to the city and its citizens; and
9
WHEREAS, Fire Division Chief Chris Heiser, Police Captain Neil Gallucci, Fire
10 Battalion Chief Michael Davis, City Communications Manager Kristina Ray and
11
Emergency Preparedness Manager David Harrison request to attend the Federal
12
Emergency Management Agency (FEMA) Emergency Management Institute E930:
IEMC Community Specific course in Emmitsburg, Maryland for the purpose of working
15 with 70 other county personnel to exercise San Diego County's wildland fire scenario;
16 and
17 WHEREAS, travel costs are directly reimbursed to the individual participant by
18 FEMA; and
19 WHEREAS, there is no cost for lodging or training at FEMA Emergency
20 Management Institute; and
21
WHEREAS, the City of Carlsbad Fire Department is eligible to receive federal
22
grant funds through the State Homeland Security Grant Program (SHSGP) for
23
emergency preparedness; and
25 WHEREAS, the federal grant funds for SHSGP require no matching funds, and
26 all grant-related meal expenditures are 100% reimbursable; the city shall incur no costs;

1 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
2 Carlsbad, California, as follows:
3 1. That the above recitations are true and correct.
4 2. That out-of-state travel is hereby authorized, in accordance with Council
5 Policy No. 2 for Fire Division Chief Chris Heiser, Police Captain Neil Gallucci, Fire
6
Battalion Chief Michael Davis, City Communications Manager Kristina Ray and
7
Emergency Preparedness Manager David Harrison to attend the Federal Emergency8
g Management Agency (FEMA) Emergency Management Institute E930: I EMC
10 Community Specific course in Emmitsburg, Maryland.
11 3. The SHSGP grant funds require no matching funds. Since all grant-related
12 meal costs are 100% reimbursable, all travel costs are directly reimbursed to the
13 participant, and there are no training or lodging costs; the City shall incur no costs.
14 4. That Council authorizes the receipt of State Homeland Security Grant funds.
5. The Finance Director is authorized to appropriate funds totaling $490 to the
16
Fire Department's General Fund budget.

6. That the Fire Chief, or his designee, is authorized to execute any and all
18
documentation associated with Carlsbad's receipt of State Homeland Security Grant
20 funds.

of the City of Carlsbad on the 26th day of April, 2011, by the following vote to wit:
AYES: Council Members Hall, Kulchin, Blackburn, Douglas and Packard.
